X-road • X-road allows information systems to use the common data exchange environment as well as the common set of interfaces and common authentication system. • The aim of the X-road project has been to develop software, hardware andorganisational methods forstandardised usage of national databases. • X-road is ready to communicate with other states information systems.

  6. Databases • There were no special data base management systems in use in Estonia before 90s. • Such situation has plusses and minuses: • The biggest minus: lack of good DB developers and IT-companies with large practices in beginning. • The plusses includes that we have had possibilities to use immediately the modern DBMS and hardware. Estonia does not have old type IS, which need restructuring.

  7. RIHA – register of registers • Integrated information system that is going to give a clear view of the state’s registries and related services. • Collect data about • registries • services provided by registries (Service providers) • service consumers • classifications

  8. Some statistics (2007) • 63% of population uses Internet • 53% of Estonians have a home PC • 90% of citizens in age 16-75 have ID-cards • 75% of enterprises have Internet connection • 16-18% of Estonian enterprises found that ICT-ies play a significant role in cost reduction (2006)

  9. Usage of e-services 2007(% of all businesses) • 71% of businesses had used at least one of the e-services • 63% had searched information from public websites • 63% had submitted documents • 39% registration procedures, appling licences etc

Corporate tax • Taxpayers are enabled to file, view and correct their corporate income tax returns online. • Tax and Customs Board also gives the taxpayers electronically a list of the declarations not submitted by the due date or the declarations that are submitted but containing errors. • 87% of corporate income tax declarations submitted electronically (May 2007). http://www.emta.ee/demo

  14. Customs declaration • Customs declarations can be submitted via a web-based customs declarations' processing system. • Connected to a number of subsystems. • 2007, 99% of customs declarations have been submitted electronically. • http://www.emta.ee

Company Registration PortalPossibility to create your own company in 12 minutes Portal enables submitting of: • application for the foundation entry, which Includes: • a list of the members of supervisory board with their personal data and changes in it • a list of auditors with their personal data and changes in it • information about changes in the area of activity • telecommunications numbers • annual reports

Six steps of creating a company • Insert your ID-Card into the computer and log into the portal • Fill the application form • Sign the applicationdigitally • Pay the state fee and the contribution to the share capital through the internet bank • Send the entry application for the proceeding • Receive an announcement of the registration of a new entity

  18. The Estonian Information Society Strategy 2013 Fields of action: • Development of citizen-centred and inclusive society • Development of knowledge-based economy • Development of citizen-centred, transparent and efficient public sector

Conclusions • IT dimension itself does not need to be emphasized any more. • Principle that users shall not be expected to know how the public sector is organized. • The public sector employs the already existing technological solutions and avoids duplication of IT solutions. • Business processes should be brought into accordance with technological possibilities.
