He leads the national effort for the State Plan of Work and Annual Report process under the Agricultural Research, Extension and Education Reform Act; manages the Multistate Research Fund Project Proposal approvals for CSREES; and develops performance information for the PART and CSREES Budget.   7. Robin Lockerby Robin is Planning and Reporting Coordinator for University of Vermont Extension. The focus of her work is planning and reporting, system development, user support and data management.  She provides leadership in how to best meet federal, state and university policy and regulations related to planning and reporting.  She is the Vermont representative for the New England Planning and Reporting Consortium. Scott Cummings Dr. Scott Cummings is currently the Program Leader for Organizational Development for the Texas AgriLife Extension Service.  He is also Associate Department Head and Associate Professor in the Department of Agricultural Leadership, Education, and Communications.  Dr. Cummings primary subject matter responsibilities focus on personal and agency accountability.  He has been with Extension for 12 years. Overview of POW and Report Procedure Output data is collected from TExAS (Texas Extension Accountability System) Outcome data is collected from various evaluation studies conducted by subject-matter units or state-wide evaluations Economic impact data is provided by specialists from Ag Economics

  25. Summary of POW and Report Procedure De-centralized system places accountability on experts in program areas Ownership of POW and Report is at a more ‘local’ level No burden is placed on agents Responsibility for validation of data and interpretation of results at the subject-matter level
