CURRENT INITIATIVES Customs modernization: • A Revolution in less than six years • A robust telecommunication back-bone established • Manual Clearance processing - turned to electronic processing and electronic payment • E-Trade capability with shared trade data online with OGAs for monitoring and enforcement

  3. CURRENT INITIATIVES, cont. Constant evolution: upgrade of ASYCUDA to ++ software and migration to Nigeria Integrated Customs Information System [NICIS] NICIS is a solid foundation for Electronic Single Window Environment & for Standardization & Harmonization of trade data for import, export and transit cargo.

NIGERIA INTEGRATED CUSTOMS INFORMATION SYSTEM [NICIS] • E-government documentation & forms • Single submissions of trade docs • Single Window Connectivity • National Security Frame work • Built on a TradeWorldManager® (TWM) platform providing a cutting-edge e-government framework, featuring tools for • NICIS is already connected with all Customs area commands, Zonal commands HQ and interfaced with: FMF, CBN, NPA, NAFDAC, FIRS, NBS, NSA, NESREA, NIMASA, FAAN, NFIU..... • Private sector : Importers, Brokers, Embassies, DTI cafe's, Shipping & Airlines, All commercial banks, Interswitch, Etranzact, Scanning Companies

  6. NEEDS AND PRIORITIES • E-commerce law to accommodate paperless trade • Simplification of procedures within Gov. Agencies • Expand integration/IT interconnectivity of Government agencies into a Single Window Environment • Transparency of procedures • Harmonize, simplify data and communications of same in a SWE • A think-IT culture, which brings along a synergy between private sector and government agencies to simplify their processes using automation as the vector of the reform for SWE

CHALLENGES IN ESTABLISHING A SINGLE WINDOW ENVIRONMENT IN NIGERIA CUSTOMS VIEW • Un-willingness of some key stakeholders to come on board -Territorial protection • Lack of knowledge of automation by many stakeholders • Political will with government legal backing for Single Window Environment • Non-compliance and fear of unknown by beneficiaries of existing status- quo • Conflict of domestic fiscal policies with International trade best practices and obligations • Need to build capacity and change the mindset • Developing the physical infrastructure [telecoms/I.T] with all stakeholders for Single Window Environment [SWE]

NCS Single Window Environment outlook • Adoption of International Standards appropriate to Nigeria trade environment • A new legal framework will be developed to improve efficiency and effectiveness • Government polcy will be set by Ministries. Administrative policy will be the responsibility of NCS organization • Relationship with OGAs will be determined by MOUs/Service level agreements • Only compliant trade will receive benefits • Transparency, simplification and strong enforcement will be used to discourage non compliance • Border Management will be based on advanced information and maximun use of direct electronic input, managed on the basis of intelligence led risk management covering people and commerce • Single Window Environment will be modern and competitively structured and focused on Service, revenue and national security
