  3. ODE Legislative Update • 1600 bills introduced – expecting about 3500 bills this session • ODE is tracking 125 bills • CTE bills handout: • HB 2033 – CTE Revitalization Grant Program • SB 254 – Grants for Accelerated College Credit Programs • SB 291 – Expanded Learning Task Force

Activity for 2009-2010 • TSA Development Projects • CTECS (Regions 2B, 4A, 5, 6, 8, 10) • NOCTI Agriculture Assessment • Local Performance-based Assessments • Clackamas (Region 15) • PAVTEC (Region 2A) • Others ? • Students involved in assessment pilots • CTECS -1300 students • NOCTI Agriculture - 313 students • Others ?

Activity for 2009 - 2010 • Reporting data • 20 schools reported TSA data • 315 individual assessments for 278 students • Largest number of students (49) Adrian High School • 93% of students reported met proficiency • Most assessments (128) in agriculture • Common reporting errors • No assessment date (3.5%) • No reporting of met vs. not met (1.6%)

  8. Activity 2009 - 2010 • What have we learned? • Assessments are being developed locally. • Assessment data can be reported to the statewide system. • Teachers have used the data to identify program improvements • Regional collaborations are effective for this type of work.

Where Are We Going 2010-2011? • Reporting TSA data • First federal reporting in December of 2011 • 50% secondary performance target • Reporting from 50% of approved Programs of Study • Improving the process • Provide professional development • Monitor progress on TSA development through reports, applications, and surveys • Analyze data reported in 2010-2011 for coverage • Provide technical assistance where needed • Consistency on required courses

Where Are We Going 2011-2012? • Reporting TSA Data • Increase targeted performance • Report data on 75% of approved Programs of Study • Improving the process • Monitor progress on TSA development through reports, applications, and surveys • Analyze data reported in 2011-2012 for coverage • Focus professional development on using data for program improvement • Continue to work with regions to increase number of students

Where Are We Going 2012-2013 • Reporting TSA data • Increase targeted performance • Report data on 100% of Programs of Study • Improving the process • Monitor progress on TSA development through reports, applications, and surveys • Analyze data reported in 2011-2012 for coverage • Identify necessary changes for next iteration of Perkins

Issues • Required courses • Those courses required to address those standards to be assessed with a valid and reliable technical skill assessment • Probably range from 1 to 3 but this is NOT a rule • Clarification of secondary program completer • Concentrator (1 credit) who has completed all the required courses (variable number of credits).

Issues • CTE Program Update • Programs with multiple assessments (strands) are listed as multiple programs with different focus areas. • Programs with one strand and multiple ways to complete use course groupings. • Capturing all completers • Conduct assessment where and when you maximize access to completers • If a student is not a completer, data will remain in the database until they are a completer • Make sure off-site assessments are attended by all completers.
