Spring 2019 Summative Math & ELA Transition Assessment Memorandum As stated in the January 10, 2019, memorandum, the transition assessment is: • 1 to 1.5 hours shorter per subject area, reducing overall testing time up to 30%; • comparable to prior year’s results, with five reporting categories; • delivered on the same platform and during the April 22-May 10 scheduled window. A new test will be developed for 2019-20 SY, which will have a new name, TBD.

Spring 2019 Summative Math & ELA Transition Assessment Key Messages for Educators • Teachers should continue to do what they do best: teach content with high rigor that is aligned to our adopted New Mexico Common Core Standards (NMCCSS). • The test is called the Spring 2019 New Mexico Standards-Based Transition Assessment of Mathematics and English Language Arts.  This test is fully aligned to NMCCSS. • This is not the same assessment as the old New Mexico SBA for Math and Reading from years past. The prior test was aligned to the former New Mexico Standards and Benchmarks.    • New Mexico is no longer using the PARCC test blueprint or PARCC test design. • A new test blueprint has been developed and there are similarities in test design and structure in order to maintain comparability.

Spring 2019 Summative Math & ELA Transition Assessment Comparability Message • This is a transition assessment created with linking items that have undergone educator reviews for content, bias and sensitivity, and field testing. • Linking items are items that have been utilized on prior operational forms or were field tested on the spring 2018 forms to allow for comparability, rather than starting from a new baseline. • This results in parents, educators, and public officials being able to compare spring 2018 and prior scores to spring 2019 scores. • All publicly available resources (e.g., online practice sites) for prior administrations are still appropriate for use as preparation and practice for the Spring 2019 transition assessment. • The Spring test will be administered in TestNav and managed through PearsonAccessNext.

  15. Accessibility Features for All Students • Blank Scratch Paper – Must supply at least 1 sheet for each student. Additional pages may be provided as needed. Graph paper may be used. • Bookmark – Allows students to flag items. • Highlight Tool – Highlighter color option will change depending on the color contrast option selected. • Spell Check – Embedded spell check is an accessibility feature. Spelling is NOT assessed.

Accommodations Must • Enable students to participate with equal access. • Be based on individual needs identified in the instructional/assessment setting. • Be documented in either the IEP, 504 Plan, or EL Plan. • For English learners, be described and documented in the student’s file. • Be utilized during daily instruction. • Parents receive notification.

Use Accommodations with Caution • Calculators allowed on NON-Calculator Sections and ELA/L Text-To-Speech, ASL video, Human Reader/Human Signer must only be provided to students who meet eligibility criteria listed in the New Mexico 2019 Spring Transition Assessment AF&A Manual. • PED will audit schools/districts based on high usage of these accommodations. • See ELA text to speech, ASL video, Human Reader/Signer eligibility criteria in the New Mexico 2019 Spring Transition Assessment AF&A Manual.

Technology To-Do List • Install new proctor cache software in each school. • Install latest version of TestNav app. • Configure TestNav in PAN. • Conduct local infrastructure trials in March 2019 to address any potential issues arising from technology changes, previous challenges, or new staff.

PearsonAccessnext PED Responsibilities Steps PED performs to prepare for summative assessments: • Imports initial Organization and Org Participation files. • Creates the initial User Accounts for PED-approved test coordinators. • Imports Student Registration/PNP File from the 2017-18 PNP file, then districts can modify. • Imports the 80th day enrollment snapshot for student rostering.

DTC Permissions* • Request Additional Order- Allows user to place additional orders. • Delete Student Role–Allows user to delete students from PAN. • Sensitive Data Role–Allows user who will be able to view and edit Student Sensitive Data. • Student Test Update Role–Allows user to update student Not Tested Code/Reason and Void Score Code/Reason after testing. • Rejected Student Test–Allows user to view resolve rejected paper tests. • Published Reports Role–Allows user to access published reports. * some permissions may change as needed

Support for PAN User Accounts Pearson Customer Support: • Can reset passwords • Can unlock accounts for DTC Test Coordinator accounts • Cannot create accounts • Cannot lock/unlock accounts other than DTC accounts • Cannot update email addresses • Cannot delete/undelete accounts PED: • Only PED staff can create new DTC Test Coordinator accounts LEAs: • Can contact ped.assessment@state.nm.us if you are a PED-approved DTC/STC and need a PAN user account.

LEAs are able to: • Review students pre-registered by PED in the PAN user interface. • Change test assignment(s) or PNP information on Manage Student Test screen. • Switch student from one school to another (within district transfer). • Switch student from one district to another (between districts).

  33. Test Session Management • Test Coordinators (DTCs or STCs) must prepare sessions the day before testing. • Test Administrator is responsible for unlocking test units. • Test Administrator is responsible for locking each test unit BEFORE leaving the testing room. • NO TEST SESSIONS ARE TO BE LEFT UNLOCKED WHEN THE UNIT IS COMPLETE.

  34. Future Summative Assessment2019-20 SY • Comparability of results over time still a primary driver for assessment design. This matters to stakeholders. • Item & Bias Review meetings will be held in Albuquerque May/June: TBA. • Stakeholder engagement meetings on future assessment designs are being planned.
