  2. 5th Framework Programme • Programme Type:5th FWP (Fifth FrameworkProgramme) • Title: Fifth RTD FrameworkProgramme, 1998-2002 • Subject Index: Scientific Research • Objectives: • To maintain and enhance, in the context of a genuine "European research area", the research potential of European laboratories, universities and companies and their ability to produce knowledge of the highest level and high-quality technologies; • to help ensure that European research serves the EU economic and social objectives, in other words European research at the service of the citizen and European competitiveness in a global framework.   3. 5th Framework Programme • Subdivisions of Programme: The Fifth FrameworkProgramme (FP5) has two distinct parts: • The Fifth European Community (EC) FrameworkProgramme, covering research, technological development and demonstration activities; and, • the Fifth Euratom FrameworkProgramme covering research and training activities in the nuclear sector. • FP5 has a simplified, multi-theme structure, consisting of seven Specific Programmes, of which 4 are Thematic Programmes and 3 are Horizontal Programmes.   8. INCOLAB INitiative and CO-ordination to prepare LABoratories in Newly Associated States for full implementation of the Low-Voltage Directive (LVD) Igor Pušnik

INCOLAB general objectives • Transfer of knowledge and expertise between the EU project members and NAS project members related to the full implementation of LVD. • Establishment and/or improvement of technical, administrative and socio-economic infrastructures related to the LVD in the NAS project members. • Establishment of relations among all project members as well as among project participants on a national level of each participating country, particularly in the NAS • Clearly identified priorities and specifics of development of technical infrastructure in NAS. • Analysis of socio-economic, financial and legal aspects of development of M&T infrastructures. • Creation of generic knowledge related to implementation of the LVD, which could be used with other technical directives as well. INCOLAB specific objectives • Technical reports and documentation • Guidance documents, expertise, evaluation reports and assessment reports • Seminars, workshops, training • Exchange, establishment and purchasing of measuring standards and reference materials • Development of testing procedures according to particular written standards within the LVD • Evaluating uncertainty specifications and validation of testing methods • Validation of software and handling of databases • Development of specific measurement and testing equipment for measuring physical quantities related to the LVD • Establishment of technical infrastructures related to the LVD. • Assessment (i.e. accreditation) of certain LVD testing laboratories in some NAS project members.
