  3. Guidance for Inspectors: Governance Governors should be: • Carrying out statutory duties • Working strategically • Challenging and supporting equally • Aware of pay progression decisions • Performance managing the headteacher • Performing well • Involved in Pupil Premium decisions

  4. Analysis of Inspection Reports Task: • In pairs analyse examples of recent inspection reports. • What is it that effective GBs actually do? • What aspects of the school do effective GBs focus on?

Monitoring Visits (from September 2012) Inspectors will: evaluate the impact that governors at the school are having on bringing about the necessary improvements, taking account of the section 5 subsidiary guidance on assessing and reporting on the effectiveness of governance at the school – if governance was not identified as an area for improvement at the section 5 inspection but the monitoring inspection raises concerns about it, inspectors must include a recommendation in the monitoring letter that the school should commission an external review of governance (Ofsted 2012)

Agenda for Monitoring Visits • reviewing with the school the progress it is making in ensuring that the key areas for improvement identified at the most recent section 5 inspection are being addressed effectively and with sufficient urgency • examining with leaders and managers (including by meeting with the governing body whether the fundamental actions needed to improve the school are being taken • identifying with leaders and managers (including the governing body any other possible barriers to the implementation of the action plan and progress towards becoming a good school • reviewing the impact of external support with leaders and managers, • determining the nature and timing of further activity by HMI to support improvement • following any further activity, recommending whether or not the school is ready for a section 5 inspection.

Focus on Governance • knows what is happening in the school and whether overall provision is good - or not • knows about the quality of teaching, the use of appraisal, what is being done to recognise and reward good teachers and what is being done to tackle underperformance • understands the data and to compare the school’s performance with similar schools • has a handle on the budget, particularly the pupil premium and whether this is being used to close the gap for poor children • ensures that ‘governors’ are being professionally trained and developed.
