  2. In the Beginning • Early 1990s: Document clearance (paper process) was decentralized • 1997: Web-based Information Release process was implemented using ERICA. • If you build it, will they come? • 2001: Compliance was ~50% • Lab Director not pleased. 2

  3. 2001-2002: The Campaign Begins! October 2001: ERICA Contributions by Directorate website launched, maintained by Library staff • Compares ISI data with ERICA data • Results are binned by directorate based on first PNNL author’s org code • Inspires competition; directors begin emphasizing the importance of information release • ERICA training offered to Lab staff • By end of FY 2002, compliance rate has increased to 65% (not counting “retrocleared” items) 3

  5. 2003: New Lab Director, New Contract • Publications are critical indicator of impact. • Contract clauses mandate IP review of all publications before release; ERICA modified. • STI launches “Monthly Update,” distributed to Dr. Peters and senior management. • By end of FY 2003, compliance rate has increased to 73% (not counting “retrocleared” items). 5

Sample Monthly Update Excerpt Information Release Activity in March Based on a comparison of PNNL articles published in journals as tracked by the Institute for Scientific Information (ISI) with the data in our information release system, Laboratory staff obtained information release approval on 39 (~80%) of the 49 items cited by ISI in the month of March (down slightly from 83% in February). The FY-to-date figure is 77%. See the ERICA Contributions by Directorate website for weekly totals by Directorate. 6

  7. 2004: New Lab Strategy • A major objective is “High-Impact Science” • STI is key data steward for publication data • Publishing Advisory Committee chartered; two STI staff are members • Directors are using ERICA data (not ISI data) to track publications • To date, FY 2004 compliance rate has increased to 75-80% (not counting “retrocleared” items) 7

  8. Conclusions • It’s been a long, slow process. • Events worked in our favor. • Partnership with researchers is critical. • Line management is key to continued success. • We like the trend so far! 8
