Council Meeting • The UW group (led by John Sidles) was admitted to membership in the LSC. • “2+2” LSC meeting paradigm adopted. • 2 full meetings each year, Mar and Aug, with traditional agendas and locations • 2 additional meetings for observational results only, early June and mid November, single weekend duration, at places convenient for air travel • Either kind of meeting might sometimes be held in Europe.   4. Council Meeting • A draft LIGO Integrity Policy was discussed. There was general support for the sentiments expressed, but a desire to tighten up the wording. Gregg Harry and another person to be named will prepare a revised draft, to be brought to the Council in August. G040182-00-Z

  5. Council Meeting • The Council adopted the following resolution: Starting with papers using data from S4, inclusion on the authorship list for observational results papers will be available to all members of the LSC. Authorship on such papers, and concomitant responsibilities, are to be negotiated with the Lab Directorate and the LSC leadership as part of the twice-yearly MOU process. G040182-00-Z

  6. Council meeting • A revised Publication Policy was adopted. Dave Reitze presented the new draft, written by himself, Jim Hough, Nergis Mavalvala, and Kip Thorne. He took notes during the discussion on minor revisions to be included. They were considered minor enough that the Council voted to approve the revised Policy. G040182-00-Z

  8. Discussion withVirgo “explorers” • Since last meeting, MOU drafts have been exchanged between LIGO and Virgo. • Burst and Inspiral groups have named members to serve as contacts. • Inspiral: Christensen and Fairhurst • Burst: Chatterji and Katsavounidis • This week, Cavalier and Mours discussed the outline of a White Paper and also plans for MDCs. • F2f meetings tentatively scheduled through the summer.
