What is ADNOM? • a CEN/ISSS [1] workshop funded by EC • infrastructure based on open standards, facilitating the access to information about high quality terminology resources in the public domain. • key deliverable is partly a specimen and partly an initiation of an infrastructure. • It is intended to provide assistance to the European citizen in general and administrations in particular in finding multilingual information. ADNOM Structure • Users: (only) all those working in Government (in EU/EFTA member states) • But starting with those in labyrinth of administrative terminology and translation services • Project Team • Wp 1: A study of the current situation as to national and regional terminology work relating to Administrative Nomenclature • Wp 2 & 3: Network development/operation • Wp 4: Meta-terminology • Wp 5: Federated Registry • Members • Secretary: Standards Norway Secretary • Håvard Hjulstad (hhj@standard.no) • Chaired by Prof. Dr. Gerhard Budin

Requirements ADNOM network • Multilingual • Both in the thesauri and user interface • Ease of use • Easy querying and deliver high quality results • Additional data and expansions of the framework have to be integrated easily • Avoid dangers on the road like property rights, ownership • Recognition • The ADNOM network needs European wide recognition as a high quality resource

Approach • Reuse sources, make a Seamless Knowledge Coded Nomenclature Model and facets. • Principal Facets: • Administrative functions (built on COFOG (Classification of the Functions of Government) • Administrative jurisdictions (based on NUTS codes) • Administrative organs (developed within ADNOM).

Coded Nomenclature • Acts as coat rack, coat hangers and coats: • Different coats (colour, shape) • Deep-level NACE, GEMET, NUTS and LAU codes and headings, and stable identifiers for terms. • Coat hangers provide a means to standardize the way coats are put up on the rack • Broad-level NACE, GEMET, NUTS and LAU codes and headings. • Coat rack itself provides a means to connect all the different coats in a meaningful way • Top-level ADNOM/COFOG codes and headings.

What impact ADNOM might have • Some eGovernmental circles • eGovernment Focus Group • Presidencies UK, Austria • Initiatives around ebXML • In Brussels there are rumours … • Governmental organisations in Europe as audience might have an important impact on all Topic Maps activities • The same as DARPA had for DAML – OWL? • Lot of TM-based projects have been rejected at EC before

Promote the following • European Conference: the communicative Government, 1 December, Brussels A comparative analysis of terminology systems and projects improving transparency and effectiveness of government administrations in the European Union • How to explain/illustrate the idea of things like TMRAP to Ministers?
