Basics on the FY 2011 Budget • FY 2011 Proposed budget from local sources is $6.14 billion, a less than one percent increase over FY 2010. • FY 2011 “gross budget” is down to $9.5 billion, a 1 percent decrease over FY 2010. • DC actually has fewer resources for most programs in FY 2011. • Loss of federal Recovery Act funds • Increased costs in some areas of the budget

How was the FY 2011 Shortfall Addressed? • Significant budget cuts • Government staff reductions and salary freezes • Restructuring the city’s debt ($60 million) • Use special purpose funds ($100 million) • New taxes and fees ($97 million) • Additional federal Recovery Act dollars ($74 million)

  7. Other considerations in DC’s Budget • Changes to DC’s budget structure in FY 2011 • Removal of fixed costs, human resources costs, and procurement costs from many agency budgets • This may make it look like some programs were cut, or cut more, than they really were

Most FY 2011 Affordable Housing Money Will Not Support any New Expansions of Programs • Programs with essentially flat funding: • DC’s Local Rent Supplement Program, • Permanent Supportive Housing Program, • Bridge Subsidy Program • Home Purchase Assistance Program, down 15 percent from FY 2010 • Federal Recovery Act funds continue to be available in FY 2011

The Budget Process • Budget Support Act • Budget Oversight Hearings: • DHCD and DCHA: May 5th • Committee Mark-Up’s: • Committee on Housing and Workforce Development May 12th • Vote on the FY 2011 Budget and Budget Support Act: • May 25th (Budget just gets voted on 1 time!) • Final Vote on the Budget Support Act: • June 15th
