Traffic Police Services Ministry of the Interior:Coordination of all the Traffic Services carried out by all the National and/or Local Police Forces (art.11 Traffic Code) • State Police: National Traffic Police has specific and exclusive competence on Highways (no other Police Forces have it). • Carabinieri:contribution to the Traffic Services carried out on the main national roads • Other Police Forces: contribution to the Traffic Services carried out on the national road system. Prefects: realize agreements with the political Authorities at provincial and municipal level in order to cooperate, with the Provincial and Local Police Forces, to the Traffic Services carried out on the provincial and municipal road system.   10. “INVESTIGATIONS” • Stolen vehicles trafficking: • Fake registarition plates and vehicles documents. • Registration of vehicles with false decumentation. • Sale to foreign of stolen vehicles. • “Clonation” of vehicles. • Investigation on the road: • Theft of load • Robbery with or without drivers kidnapping • Investigations on Insurances frauds: • Fake theft, fake accidents, fake insurances documents and certificates. • Investigations on Highways Authorities frauds: • Frauds to Highways Authorities. • Fake revisions of vehicles. • Illegal obtains of drivers lecences. • Analysis, strategical point of view, management of results on the field of the fight against criminality linked to the traffic and vehicles circulation.

The National Traffic Police on the Highways • The National Traffic Police carries out its duties proritary on the Highways, where is the sole Police Force allowed to operate on the legal basis of specific Agreements with the 23 Highways Authorities and Societies. • The National Traffic Police invests on the Highways more or less 6.250 units ( approx. the 55% of the entire human resources) • 7 days/24hr. shifts • 40/60 km. coverage • 6 hrs. duty – Approx. 150 km per each duty

A/3 Freeway Road Traffic Monitoring System • Monitoring System along the whole A/3 Freeway and inside its 23 Service Areas using cameras, broad band wireless communication networks and a collection point that transforms all the “informations” coming from the cameras into digital data and transmits them to the NOC in Naples. • An optic fiber network connecting each service area with the NOC of Naples • System has the objective to realize a complete road traffic monitoring along the A/3 Freeway. • The monitoring system is based on more than 200 cameras, static and movable, that broadcast video flows to the NOC in Naples. • Basicly the road traffic monitoring system is made up of 2 integrated subsystems. • Number plate Reading and Recognition System. • Image Analysis System.

A/3 Freeway Road Traffic Monitoring System The system can ensure: • Automatic and continous reading of vehicle number plates, in all light conditions. • Immediate recognition of the vehicles wanted by police, confronting the plates read against a black list of 4 million number plate. • Storage, in the NOC, of the photographs of the number plates read and of the films of all circulating vehicles

  18. SAFETY TUTOR PROJECT • Partnership with the Italian Highways Authority AUTOSTRADE er l’Italia ASPI S.p.A. • Started on 2005 • Medium speed on a Highway section • Immediate speed in a specific point • Check all the vehicles in any kind of weather conditions

  19. SAFETY TUTOR PROJECT • Very flexible System • Start point/10-25 km. section/end point. • Speed tollerance 5% (not less that 5 km./h.) • More than 200 Systems operative till now • Approx. 2.000 km. of Highways (27% of ASPI Network)

  20. SAFETY TUTOR PROJECT Traffic accident decreasing during 1 year of TUTOR System function: • Deceased persons: – 51% • Inyuries traffic accidents: -27% • Total number of traffic accidents: -19%
