  4. Health Professions Act • Previously one Act per profession • Now scope of practice of regulated professions may overlap, or be shared, with other regulated professions • Supports enhanced interprofessionalpractice, increased consumer choice, and maintains patient safety and public protection

  6. Regulation Each health profession has a Regulation that provides information specific to that health profession - Nurses (Registered Psychiatric) Regulation. • Reserved Titles • Scope of Practice Statement • Restricted Activities that can be carried out by that health profession

  8. Current Scope of Practice Statement • Practice as a registrant of the college

Proposed Scope of Practice Statement • Health care for the promotion, maintenance and restoration of health, being primarily psychosocial, mental or emotional health • Prevention, treatment and palliation of illness and injury, being primarily psychosocial, mental or emotional disorders or conditions and associated physiological conditions, by assessing health status, planning and implementing interventions, and coordinating health services

Restricted Activities List of invasive, higher risk activities that must not be performed by any person in the course of providing health services, except members of a regulated profession that has been granted specific authority to do so in their regulations, based on their education and competence.

Professional Self-Regulation • Each health profession has a self-regulating college - “duty to serve and protect the public” • HPA authorizes CRPNBC to “establish, monitor and enforce standards of practice to enhance the quality of practice and reduce incompetent, impaired or unethical practice amongst registrants”

  14. Standards, Limits and Conditions Standard: A desired and achievable level of performance against which actual performance can be compared. It provides a benchmark below which performance is unacceptable. Limit:specifies what an RPN is not permitted to do.

  15. Standards, Limits and Conditions Condition:the circumstances under which RPNs may carry out an activity. There are three types of conditions; education, competencies, and decision support tools. Limits and conditions focus on areas that are beyond entry level competencies and therefore increase protection for the public

  21. Creation of Practice Standards • Collaborative process • Review of current evidence • Consultation – SME, RPNs, stakeholders • Impact assessment – employers, post-secondary institutions • Approval by CRPNBC committee and Board of Directors

  23. Employer Policies Employers develops policies to guide their workforce. This may include: • If and in what setting a service is provided • Who carries out a service and how Employer policies may place further restrictions on a health professionals practice. Employer policies can never increase the scope of practice of a health professional.
