  2. What’s APT (Asia Pacific Telecommunity) • Inter-Governmental Organization • Purpose : Foster the development of • Telecommunications services • and information infrastructure • in Asia-Pacific region • Establishment : 1979 • Secretariat : Bangkok, Thailand

APT ESTABLISHMENT • The Asia-Pacific Telecommunity (APT) was established in May 1979 as a regional telecommunication organization under the auspices of the Economic and Social Commission for Asia and the Pacific (ESCAP) by an inter-governmental agreement. • The APT was also established as a regional telecommunication organization in conformity with the International Telecommunications Convention. • THE APT Secretariat started functioning from 1ST of JULY 1979 at Bangkok, THAILAND – the Headquarter of the Telecommunity

MEMBERSHIP IN THE APT IS OPEN TO ANY STATE WITHIN THE REGION WHICH IS A MEMBER OF THE UNITED NATIONS ECONOMIC AND SOCIAL COMMISSION FOR ASIA AND THE PACIFIC (ESCAP) ASSOCIATE MEMBERSHIP IN THE APT IS OPEN TO ANY TERRITORY, PART OR GROUP OF TERRITORIES WITHIN THE REGION WHICH IS AN ASSOCIATE MEMBER OF THE ESCAP AFFILIATE MEMBERSHIP OF THE APT IS OPEN TO ANY ENTERPRISE, AGENCY, INSTITUTE, ORGANISATION, ASSOCIATION OR OTHER UNDERTAKING, ENTITY OR PARTICIPANT, WHETHER PRIVATE OR GOVERNMENT OWNED, COMMERCIAL OR NOT-FOR-PROFIT, ACTIVE IN TELECOMMUNICATION SERVICES OR INFORMATION INFRASTRUCTURE WITH A SUBSTANTIAL PRESENCE IN, AND COMMITMENT TO THE REGION, WHICH IS PREPARED TO PARTICIPATE IN, AND CONTRIBUTE TO THE WORK AND ACTIVITIES OF THE TELECOMMUNITY MEMBERSHIP

Mobilization of resources to facilitate infrastructure development especially for developing country and small island countries Regional consensus level in promoting equitable access to ICT among regulators and operators Identifying ICT resources as a tools for empowering individuals and communities through specific e-venture projects Enabling governance efficiently, transparent and participatory strategies through ICT use Support electronic forum through internet reflectors and open consultations for continuous discussion and information exchange among members. Regional Co-operation and Co-ordination “APT promotes regional solutions”

  11. APT ICT Initiatives as Regional Organization/Body • APT is the leading REGIONAL telecommunication entity for the Asia-Pacific region. • APT is a “TELECOMMUNITY” in real sense. It provides a common platform for Governments, Regulators, Service Providers, ISPs, Manufacturers, R&D Institutions and others for discussing various issues concerning telecommunications and ICT • APT offers a unique platform to harmonize the regional views for concerted action in the region and also for projecting them in international fora. • APT’s role and activities cover all major aspects of telecommunications and ICT Infrastructure development • APT provides a unique and effective platform for networking, information sharing, business consultation and development partnership and other • APT members coordinate and carry out studies into telecommunications and ICT questions to help overcome the barriers to universal communications

The World Summiton Information Society APT Roles: - Supported organization of the conference and side events proposed by some APT members - Conducted Consultation Meetings on-site among APT Members to follow-up suggestions and recommendations of the Summit Plan of Action - Support WSIS Initiatives by providing links of its activities through APT website - Provide platform support to WSIS Senior Executives during APT events - APT as pro-active participant in the conduct of the general event of the Summit

APT Pro-Active Support Towards the Phase of WSIS • Continuous Focus on: • To improve output of Intersessional Drafting Group • Collective Regional Proposals for the Plan of Action • Closer Coordination through Electronic Means and through APT Reflector among APT Member delegates to the WSIS • APT Websites

Preparation for ITU Conferences (3) WTDC (World Telecommunications Development Conference) • Next WTDC is in March, 2006 (WTDC-06) • Creation of a Working Group for the WTDC-2006 preparations that will work electronically for WTDC-2006 • APT requests proposals from members for APT Telecommunication Development Forum (Bangkok, 28-29 June, 2004). • Support to ITU in Asia pacific preparations for WTDC-2006 • APT Telecommunications and ICT Development Forum -June, 2005 • Preparatory Meeting for WTDC-06 -January, 2006 PP (ITU Plenipotentiary Conference ) • Next PP is in 2006 (PP-06) • APT Preparatory Meeting for PP-06 May/June, 2005

Ministerial Conference on Broadband and ICT Development • Held on 1, 2 July 2004 at Bangkok, Thailand • 22 Ministers and Vice/Deputy Ministers, more than 200 participants attended. • Objective: Establishment of the Bangkok Agenda Taking into account of… - The Declaration and Plan of Action of the WSIS, Geneva, 2003 - The Declaration and Action Plan of the Asia Pacific Summit on the Information Society, Tokyo, 2000 - The Constitution of the Asia Pacific Telecommunity as revised at New Delhi 2002. • Commemorate the Silver Jubilee of APT

  19. The Bangkok Agenda is composed of the 5 sections, followed by the List of Actions. The Pacific Islands Telecommunications Associations (PITA) -1 • APT Commitments to the Pacific Islands Country/States : • to promote the development of ICT and Telecom Infrastructure in the • Pacific Islands Region in order to provide access to all the population • in their territory. • To achieve this, APT provides: • Training Courses and Study Visits, Expert Missions • Seminars • Workshops • Symposiums • etc • to educate the relevant Officials of the Regulatory Telecom Sector • Work hand in hand with PITA on their important activities and work plans towards attaining objective of the association and its members • MOU between PITA & APT has been established

The Pacific Islands Telecommunications Associations (PITA) -2 Cont… • APT has been providing platform which require regular consultation on the hot issues such as: • Network Development between various players such as leading service • providers, incumbents operators and new comers. • ENUM and IDN • Access and USO • Showcasing CERTS Best Practices in the region • Internet, Network Security and SPAM • Next Generation Network (NGN) • Performance Indicators, QoS and Licensing • Interconnection and Interoperability • Broadband Wireless Systems and Applications • Working Group, AWF & ASTAP’s Action Plan and study results are also supporting this issues. It also enhances cooperation.

The Pacific Islands Telecommunications Associations (PITA)-3 Believe in a competitive environment: • have a unified license of fixed-line and cellular • services that is favorable (merging of licensing procedure) • allocate of additional spectrum to profitable business sector • curtail monopolistic behavior • maintain commitment to WTO agreement on basic • telecom services • Prepare an environment where people can use ICT securely and • access easily • - Promotion of broadband application and digital content distribution

APT HRD Programme The Human Resources Development Programme of APT is one of the activities which are being conducted in cooperation directly with various APT Members. • OBJECTIVES: • To promote the equalization of opportunities on the state-of-the-art • technologies areas among developing countries particularly in the • transfer of ICT and Telecommunications technologies, • Promote information-sharing and experience in resolving issues, and • Provide hands-on experience on the new and advance • telecommunication applications and services in the Asia – Pacific • region.

HRD ACTIVITIES (Cont…) • HRD Collaborative Programme for Exchange of Advance ICT Researchers and Engineers • Recognizing the importance of human resource development contained in the Tokyo Declaration of the APT Asia-Pacific Summit on the Information Society held in Tokyo in November 2000 • Subject Field of Research: Advanced ICT related work (Ex: Mobile Communications Technology, New technology for Rural Telecommunications, etc.) • The main conditions of this are: • Involvement of Japanese Researchers/Engineers based in Japan in the collaborative research method is preferable. • A maximum of US$50,000.- will be made available for each research project. • APT has embarked on this activities since 2001. • 1st batch 4 projects • 2nd batch 7 projects • 3rd batch 6 projects • 4th batch 7 projects • 5th batch 9 projects (on-going)
