Vulnerable Road Users and Infrastructure

This article discusses the road safety strategy and achievements in Spain between 2003 and 2009. It examines the implementation of measures focused on vulnerable road users and infrastructure improvements. It also highlights the new Road Safety Strategy 2011-2020 and its focus on priority groups and intervention areas.

Vulnerable Road Users and Infrastructure The Road Safety Strategic Plan 2005-2008 breaks the trend of the previous decade, manages to maintain a downward trend and makes Spain the place 17 to 9 in the European ranking • In 2003, with 5,400 deaths per year, Spain was ranked 17 in the Europe of 25, with 128 deaths per million population. • In 2009, with 2,714 deaths, is ranked 9, with 59 deaths per million population, which puts us below the European average.

Targets and achievements The main performance indicators show a positive trend between 2003 and 2009: Alcohol Seatbelt and helmet More Control: the number of controls has doubled in 5 years Seatbelt use has increased on roads: front seats from 70% to 96% and 48% rear 82%. Seat belt use has increased : 97% in road. The motorcycle helmet use on roads has increased from 93% to over 99%. In mopeds, from 70% to 90%. Positives in alcohol controls: 4,2% 1,7% Average speedshave decreased in all types of roads.

Vulnerable Road Users and Infrastructure The new Road Safety Strategy 2011-2020 focused on vulnerables users Diagnosis of users accidentallity, commitment of goals improvement and priority actions PEDESTRIANS represents 17.3% of total deaths and take place in urban areas and on roads. Why are there 200 pedestrians killed on roads? >>> crossing the road out of intersection in the surroundings of urban areas>>> excessive speed of the vehicles>>> low pedestrians compliance with traffic regulations ELDERLY above 75 years old, 88% of deaths were pedestrians. What is the problem? >>> cross-town link >>> excessive speed of the vehicles and inadequate infrastructure for vulnerable users mobility

  7. Vulnerable Road Users and Infrastructure CYCLISTS nowadays low impact in the total of deaths. The majority of killed takes place outside urban areas. Why are there 56 cyclists killed on road? >>> insufficient roadside cleanup>>> Inexistance of cycle lane>>> lack of signs of caution MOTORISTS downward trend in the number of deaths, they represent 20% of all accidents and 11% of deaths.Why are there more than 350 motorcyclists killed on road? >>> risk practices related to speed>>> aggressive infrastructure

To traditional intervention actions training, education, enforcement, the INFRASTRUCTURES as the most efficient aproach to protect vulnerable users Vulnerable Road Users and Infrastructure Urban infrastructure design • Draw up and promote technical guidelines concerning the safety design: urban areas access and cross-town link. • Review speed in roads inside urban-area and urban areas access. • Extension of pedestrian zones, limited zones of 30 km/h and meeting areas. • Draw up and promote technical guidelines concerning for the construction of cycle lanes. • Promote safer junctions. • Promote "safe routes to school“. Vulnerable Road Users and Infrastructure Road infrastructure design • Adopt EU Infrastructure Safety Directive: Road safety impact assessment, road safety audit, network safety management and safety inspections. Extension to the whole of the State Network. • Adapt the speed to them to their functionality and use. • Program for the installation of road restraint system. • Design safe routes for practice of cycling. • Draw up the instruction about the safety distance and proceed with its implementation. • Speed management: review the criteria for establishing the speed limits to adapt them to the road characteristics and simplify them for making easier its compliance.
