  2. REVIEW OF IMPLEMENTATION OF MDMS in Arunachal Pradesh(Primary + Upper Primary)(01.04.2013 to 31.12.2013) Ministry of HRD, Govt. of India

ISSUES • Delay in release of funds (4-5 months). • Negative balance of food grains at end of 3rd quarter in districts like Lower Subansiri, Kurung Kumey, Changlang • Negative closing balance of cooking cost. • Absence of medical emergency plan. • Poor coverage under School Health Programme (only 33% of enrolled children screened). • State has covered more number of children in upper primary category in all the quarters against PAB approval, however prior approval from GOI has not been taken. Pending Matters • Enhancement of Transportation Assistance: State Government has been requested for furnishing copies of the notification of the enhanced rate of Transportation charges under PDS and approved rates for head loaders. • Pending reimbursement of Transportation Assistance for the year 2003-04 to 2008-09 due to non-reconciliation of the figures in the re-imbursement claim documents. Issues Identified by 5th JRM (11th – 19th November 2013) Districts covered: Lower Subansiri, East Siang • Irregular supply of Food Grains and Cooking Cost to the schools • Total Delay of approx. 176 days in reaching funds @ school level • Irregularity in Serving MDM to the children • In many of the schools visited children told that MDM is served only twice/thrice a week. • Irregular and short payment of honorarium to CCH. • Weekly menu not followed: only “Khichri” served. • Poor record management at School & District Level. • Poor School Health Programme • Lack of awareness among various stake holders due to non-display of MDM Logo, Menu, entitlement per child Ministry of HRD, Govt. of India

  6. Best Practices • School authorities have taken up to kitchen garden to grow vegetables in the school premises. • Washing hands before taking meals has been made mandatory. Ministry of HRD, Govt. of India

Capacity Building • Deputy Directors of School Education and Block Education Officers (BEOs) MDM of 16 districts oriented on community mobilization, maintenance of transparency/accountability, monitoring and evaluation and process of plan formulation. • District education officers and faculty of DIET imparted training to teachers and cook cum helpers on supervision, cooking and serving meals and cleanliness aspect and preventive measures to avoid any untoward incident. • The cooks-cum-helpers imparted training on cooking process/procedures/ health & hygiene and safety measures at block/cluster levels by the educational functionaries of the Districts/State. Monitoring and Evaluation • 3 SSMC meetings held during the FY 2013-14. • District Level Vigilance & Monitoring Committee constituted in all the districts and meeting held in 4 districts. • 72% schools inspected, however MME utilization is 60%. • Annual data entry completed for 100% and monthly data entry completed for 95% schools for December, 2013. • No medical emergency plan prepared.
