  2. SCR 92 SR 58 / HCR 47 • Purpose: Generate TASK FORCE that will identify amendments to the procurement code that would increase • Economy • Efficiency • Effectiveness • Impartiality • Requires appointment from several state agencies, and contractors associations.

  3. SB991 / HB 769 / HB 508 • Exempts: • “fresh meat, fresh produce, animals, and plants for use by any governmental body” in HRS 103D-102(4). • Purpose: • To address food “insecurity” and obesity issues • Food insecurity is defined as “whenever the availability of nutritionally adequate and safe foods or the ability to acquire acceptable foods in socially acceptable ways is limited or uncertain.” • Does not require local purchasing – will it achieve its purpose with a blanket exemption?

  4. Other bills • HB 1374: Past performance may be factored into future bid selection of a contractor • HB 548: Temporary exemption UH and Board of Regents from certain procurement code requirements • HB 166: An unspecified percentage of the 20% set-aside for small businesses may be awarded to veteran-owned and service-disabled veteran-owned small business.
