  2. Statistics • Students who receive intervention in the following grades have a % chance of “catching up” in grade level. • Grade 1-2: 82% • Grade 3: 46% • Grade 4, 5, and above: 10-15%

  3. Statistics • If not reading on grade level by 3rd grade, odds of ever reading on grade level are 1 in 17 (5.9%)

  4. Reading Diagnostic • K- 3 students - Reading diagnostic assessment must be given by Sept. 30 of each year (except for students that are exempt– students with Significant Cognitive Abilities) ORC3313.608(B)(1) • Either the state approved list or the state developed diagnostic can be used

Students “not on track” • Begin reading intervention immediately using research based reading intervention strategies targeted at the student’s reading deficiencies and develop a Reading Improvement and Monitoring Plan (RIMP) within 60 days of learning of the deficiency (ORC3313.608 (C)) • All students identified as “not on track” - parents must be notified and RIMPs in place regardless if they are exempt from retention • Student remains on the RIMP until the student either scores “on track” on the following school year’s diagnostic or scores at least 400 on Grade 3 OAA

Transfer Students • If student transfers with no evidence of completing diagnostic • Must give diagnostic within 30 days and develop RIMP in 60 days if they are not on track • If student transfers and has taken diagnostic, the school may use the diagnostic results or may elect to reassess. • Schools must honor the previous school’s reading improvement and monitoring plan if the parents want it to continue. The plan can be modified for transfer students if: • The process of modification in the plan allows for a change; • The parents of the student request or consent to the change; or • The student is reassessed using the school’s designated reading diagnostic administered to other students for the purposes of the Third Grade Reading Guarantee

  7. Retention in Third Grade • If the student scores below 392* on the fall and spring reading OAA must be retained , except for the following students: • Limited English proficient students who have been enrolled in U.S. schools for less than three full school years and have had less than three years of instruction in an English as a Second Language program • Special education students whose IEPs specifically exempt them from retention under the Third Grade Reading Guarantee • Students who demonstrated reading competency on a reading OAA Alternate approved by ODE • Any student who has received intensive remediation for two years and was previously retained in kindergarten through Grade 3 • A student that advances because of an exception must continue to receive intensive interventions in the fourth grade * Cut score for 2013-2014 school year

OAA Alternative • The OAA Alternative will be just as rigorous as the Reading OAA • Short list of OAA alternatives will be released in February 2014 • Districts may administer any time during student’s 3rd grade year • Districts should administer to a student that has scored below the cut score on the spring administration of the OAA if the student’s parents request it • Districts can administer through the summer

Retained Student • Intensive Remediation Services • Research-based reading strategies that have been shown to be successful in improving reading among low-performing readers • 90 minutes of daily reading instruction • Interventions must be targeted at student reading deficiencies • Any intervention or remediation service required by this law shall include intensive, explicit, and systematic instruction • Intervention for student who have been retained may include • Small group instruction • Reduced teacher-student ratios • More frequent progress monitoring • Tutoring or mentoring • Transition classes containing third and fourth grade students • Summer reading camp (Summer School)

Promotion • Summer • If the student can demonstrate reading proficiency on the state assessment at the end of the summer, the student will be promoted to the fourth grade before school starts in the fall. • Districts will be able to administer a new standardized reading assessment provided by ODE • Student will need to score 392* in order to qualify for summer promotion • Students who receive summer promotion should continue to receive appropriate reading intervention in fourth grade * Cut score for 2013-2014 school year

  11. Promotion • Student reenters the Third Grade • If the students does not qualify for summer promotion then the students will be considered a retained student. The student will enter third for the second time. Any promotion after the start of the school year, even as early as September, would be a midyear promotion

Promotion • Midyear promotion • If district believes a student may be eligible for midyear promotion students should be getting fourth grade instruction in other subject areas but will be considered 3rd grade student • Once they are promoted they will be considered a fourth grade students and take the fourth grade assessments • The district will determine qualifications for midyear promotion
