What is DEAR? • Aim: "Fostering EU citizens' awareness and mobilization for development issues" • Two forms / two approaches: • Development Education: formal & non-formal • Awareness Raising • Implementation: • +- 30 Million EURO/a (2007-2013) made available through NSA-LA budget line • Used to co-finance activities proposed by CSOs & LAs • Implementation modus: Calls for Proposals, direct grants, joint management agreements, and other forms of cooperation Development and Cooperation

Orientations of MIP & DEAR strategy 2014-2020 • Based on: - 2010 DEAR study: strategy & consultation - May 2012 stakeholder consultation meeting - DEAR Staff working paper (under consideration) - proposal of the COM for new DCI 2014-2020 - endorsement through Council of EU of 15/10/2012 confirming that "the EU will continue to promote a strategic approach to increase the level and quality of DEAR". • Taking into consideration: - operating in 27 EU MSs plus (potential) candidate countries- no one size fits all- fluid situation: evolving strategies in MSs, some without strategy Development and Cooperation

Outline of draft orientation for DEAR in MIP • Clarify & explain our "Philosophical grounding" = explain the "raison d'être" "To develop citizens' awareness and critical understanding of the interdependent world, of their role and responsibility in relation to a globalised society; and to support their active engagement with global attempts to eradicate poverty and promote justice, human rights and a sustainable social-economic development in partner countries." Development and Cooperation

Outline of draft orientation for DEAR in MIP • Concentrate on value added: • Development Education: formal => complementarity • Awareness Raising => European scale (=> bigger projects) • Exchange of policies, experience and practices among DEAR stakeholders • Capitalisation, capacity building and networking for DEAR projects Development and Cooperation

Issues in the draft MIP that we would appreciate to discuss today • Requirement to demonstrate impact on programme level: - Is the necessity to demonstrate impact on programme (and project) level understood? 2. Proposal to open programme to "global citizenship" concept: - Shall we open programme to partner countries (notably mid-income) ? 3. Proposal to maintain the link to development: - Shall the DEAR programme maintain its link to development cooperation? Development and Cooperation
