  2. RABI ASSESMENT Anticipated foodgrain production during Rabi -2009-10 is 1.75 Lakh M.T

  3. KHARIF PROSPECTS – 2010-11 Target for foodgrain production during Kharif -2010 has been fixed at 5.45 Lakh M.T Figures in parenthesis are estimates of 2009-10

  4. Achievements • Seed Replacement Rate (SRR) has increased from 2.8% in 1999-2000 to 33% in 2009-10. • Production of Certified Paddy seed has increased from 28MT in 1999-2000 to 4,000 MT in 2009-10. • Seed testing : Out of 1479 samples, 63 rejected. • Self sufficiency in HYV Certified Paddy & Mustard Seed through Seed Village Programme (1600 farmers). • Jhum Seed multiplication in 150 Ha. from 2010-11. • SRI Popularized. • 95% area under Paddy brought under HYV.

  6. RASHTRIYA KRISHI VIKASH YOJANA • The State has been eligible for RKVY funds since 2007-08. Year wise funds received are as follows –

  7. RASHTRIYA KRISHI VIKASH YOJANA Interventions Required • Norms on subsidy for Hybrid Paddy is restricted only upto Rs.2,000/per Qtl. But no subsidy mentioned for Hybrid Maize. • These make popularizing Hybrids difficult due to high cost of seeds • Upto 50% assistance on cost of seed be allowed.

RASHTRIYA KRISHI VIKASH YOJANA Interventions Required • Project proposal for Maximization of productivity through Soil amendment in Acid Soil in the Rice Based Cropping System was not approved under RKVY. • Project proposal for Increasing Crop Productivity through management of Micro nutrients (ZnSO4) Deficiency in the soils of Tripura was not approved under RKVY. • GOI officials suggested to take these projects under “National Project on Management of Soil Health and Fertility” but adequate funding is not available under the programme.

Constraints in availability of fertilizers • Only 39 Kg fertilizer used per hectare as against All India average of 115 Kg • Non availability of required rakes for dispatch of fertilizers as it is Broad Gauge up to Lumding. • BVFCL should be permitted to send 10,000 MT of fertilizer through road transport. • IFFCO did not supply Urea during Kharif – 2009 . • The major suppliers have no district level Stock points in the State.

BEST PRACTICES ADOPTED BY THE STATE • System of Rice Intensification (SRI) has been adopted in the State successfully. • 60,000 hectares area is the anticipated coverage during 2009 – 10. • Lesser inputs and greater yield has made SRI popular in the state. • State proposes to continue SRI cultivation.

ACTION PLAN • Additional 10,000 hectares to be brought under paddy cultivation through SRI during Pre-kharif, 2010. • Additional 10,000 hectares to be brought under paddy cultivation through SRI during Boro(Rabi)–2010-11. • Cropping intensity to be increased by introduction of short duration varieties like NDR-97, Navin, Satabdi etc. • Introducing hybrid Maize cultivation in the State. • Target to achieve 100% seed treatment and 33% SRR across Farm Households. • Area enhancement under hybrid Paddy to 8925 Ha. In 2010-11.

  16. ACTION PLAN • Pulses to be encouraged as catch and intercrop by bringing 9500 Ha area under Pulses during 2010-11 . • Popularizing / adoption of Integrated Nutrient Management (INM) / use of Bio fertilizer, vermi compost etc for sustainable increase in production. • Management of acidic and micronutrient deficient soils to improve soil health and increase productivity. • Pilot Project on Jhum to arrest soil erosion and improve productivity. • Modern Practices of Jhuming with improved seeds and sustainable management practices.

  17. OTHER ISSUES • About 1,86,000 hectares of land has been distributed amongst the forest dwellers and concerns for soil protection and improvement of livelihood being addressed through suitable economic development programmes.
