  2. Background • Federal Law: • Title II of the Workforce Investment Act of 1998: Adult Education and Family Literacy Act (AEFLA) • Partnership: • The law is intended to create partnerships between the Federal Government, States, and localities to provide adult education and literacy services

  3. Purpose Paraphrased from Section 202 of AEFLA: • To provide adult education and literacy services for the purpose of • Assisting adults in becoming literate, and obtaining skilled needed for employment and self sufficiency • Assisting adults parents to obtain educational skills necessary to become full partners in their children’s educational development • Assisting adults in the completion of a secondary school education

Who We Serve Paraphrased from Section 203 of AEFLA: • “Adult Education” means instruction below the postsecondary level for individuals who: • Are 16 years or older • Not currently enrolled in secondary school • And who fit into one or more of the following: • Lack sufficient mastery of basic educational skills • Do not have a secondary school diploma or equivalent • Are unable to speak, read, or write the English language

What We Do • Provide education to our students in the setting of a quality instructional program • Provide instruction from the non-literacy level through the 12th grade level • Teach the following subjects (GED Prep; college/career ready) including: • Reading • Writing • Math • English language • Integrated Computer Skill

Who Is Eligible Paraphrased from Section 203 of AEFLA: • An eligible provider is defined as any one of the following: • A local educational agency • A community-based organization of demonstrated effectiveness • A volunteer literacy organization of demonstrated effectiveness • An institution of higher learning (Continued on Next Slide)

Who Is Eligible • (Continued from previous slide) • A public or private nonprofit agency • A library • A public housing authority • A nonprofit institution that is not described in any of the above that has the ability to provide literacy services to adults • A consortium of the entities listed above *For-Profit organizations are NOT eligible.

The Grant • Approximately $1,025,420 in Federal AEFLA funds for • Two-year grant period: 7/1/2012 – 6/30/2014 • All funds must be used in accordance with the AEFLA • All funds must be used to support ABE and/or ESL activities and programs. • Continuation of grant contingent on performance and continuation application

Accountability Programs receiving AEFLA funds are responsible for the following: • Contributing to State performance targets. • Adhering to State and National reporting requirements • Adhering to State approved Assessment Policy • Using the State mandated database • Dedicated data person for data management

  10. Accountability • Funds are to supplement, not supplant, other state or local public funds.

  11. The Application • Submission Deadline May 18, 2012 • Applications checked in • Application Review, May • Review team consists of community partners receiving no financial gain or benefit from grant • Applications rated on point system • Notification of outcomes sent June 2012
