INTRODUCTION:CTAG Board - Charge • Use the tiered-classification model developed at C&T PREP Course as a beginning point: • occupational and non-occupational users • product characteristics, including: • level of toxicity or hazard • security risk • level of pesticide education and safety training appropriate or required

Tiered Classification - Overview • Much taken from the Canadian proposal • Primary mechanisms for mitigating potential hazards associated with pesticide use by: • RESTRICTING USE - by specifying the intended use of the product by the registrant • RESTRICTING ACCESS - of occupational and high risk pesticides to only those individuals who are properly trained and certified • RESTRICTING DISTRIBUTION - restricting who can distribute or recommend those products

Tiered Classification - Short Term Concept Restricted Use Level 2 (RUP 2) • Description • Products considered moderate risk due to concerns for human health, the environment, or sensitive use sites • User/Consultant Requirements • Mandatory certification of all users, supervisors, or consultants • Trained WPS handler for agricultural establishments • Sales Requirements • Certified Dealer must be employed by a Licensed Dealer Establishment

Tiered Classification - Short Term Concept Restricted Use Level 1 (RUP 1) • User/Consultant Requirements • Mandatory product-specific training and certification of all users orconsultants • No supervision allowed • Additional regulatory controlsmay be implemented, such as product-specific training, permits, engineering controls, inventory tracking, record keeping • Sales Requirements • Certified Dealer must be employed by a Licensed Dealer Establishment • Inventory tracking

Tiered Classification - Long Term Concept Domestic High Risk (DHR) • Description • Consumer use in and around a dwelling • Mandatory certification for any non-consumer use. • Products do not fall within hazard criteria range for Low Risk • Products intended to be diluted or mixed, or require calibration of dispersal equipment • Designed for broadcast treatment • Product does not degrade in a single season • Sales Requirements • Vendor certification • User Requirements • None
