Civil Service Pay Scales • Civil Service pay scales consist of 15 grades of 10 steps each • There is a locality rate set for most areas; Atlanta has its own locality rate • waiting periods for step increases: • Steps 1through 4 – 52 weeks • Steps 5 through 7 – 104 weeks • Steps 8 through 10 – 156 weeks

  6. Health Benefits CC: Officer: Entitled to health care from any Uniformed Service Military Treatment Facility (MTF). Health care services may be supplemented by other resources in accordance with Uniformed Service policies and procedures. Family Members:  Family members are eligible to receive healthcare under TRICARE, the Department of Defense triple option health plan (TRICARE PRIME, EXTRA, and STANDARD).  Family member dental care can be provided by voluntary enrollment in the TRICARE Dental Program (TDP). 

  7. Health Benefits • Civil Service: Choice of medical and dental plans from traditional fee-for-service plans to prepaid HMOs. Employee payments and benefits vary with the plan chosen. Benefits are provided to employees and dependents on a cost-sharing basis.

  8. Summary of Health Benefits • Vary from plan to plan and type to type (HMO v. Fee for service) • Generally cover in-office expenses and both inpatient and outpatient hospitalization • Some procedures may require pre-approval

  9. Annual Leave • CC An officer earns 30 days of annual leave per year (2.5 days per month) from the time he/she enters on duty. A lifetime total of 60 days may be carried from year to year and may be reimbursed on the officer's separation or retirement.

Annual Leave • Civil Service: - Earns 13 working days of annual leave per year (4 hours per pay period, 26 pay periods per year for the first 3 years). - 4th year- 15th, he/she earns 6 hours of annual leave per pay period (20 working days per year). -16th year- Retirement, 8 hours of annual leave accrues per pay period (26 working days per year). A total of 30 days (240 hours) of annual leave may be carried over from year to year and will be reimbursed on separation or retirement.

  11. CC Sick Leave • CC: No formal rate of accrual. Sick leave is granted as needed, with no specific maximum. If an officer must be on sick leave for an extended period, the Medical Affairs Branch, Division of Commissioned Personnel, reviews the case to determine whether he/she will be able to return to duty or need special considerations in his/her assignments.

  12. CS Sick Leave • Civil Service: Sick leave is accrued at the rate of 4 hours per pay period for the length of employment. There is no maximum carry over limit.

  13. Retirement • CC: The retirement system is based upon a 30-year career, with an officer being vested in the system after 20 years of active-duty. At 20 years, an officer may retire with an annuity and benefits. Retirement is mandatory after 30 years. After serving for 30 years, the annuity is 75 percent of base pay. The Commissioned Corps retirement system is non-contributory.

  14. Retirement • Civil Service: The retirement system is a three-tiered contributory comprehensive program allowing Civil service employees to control a large portion of their retirement savings. The program consists of a base retirement annuity, social security benefits, and a government matching savings program that allows employees to invest the savings money in government securities, the bond market and/or the common stock market.

Moving • Both systems allow for moving expenses to be paid through shipment of household goods: • Differences include: • CC: • Dislocation Allowance - equal to 2 months BAHII- not taxable (not a loan) • Retirement - fund move to home of selection anywhere in U.S. • Civil Service: • Allowed 2 paid house-hunting trips, per diem expenses and closing costs.

  16. Education • CC may elect to enroll in the Montgomery GI Bill. • IHS offers loan repayment in exchange for 2 year obligation. • Some programs support Long-term training • National Health Service Corps

Summary Slide • Officers generally receive less base pay than their Civil Service counterparts, but their “within grade increases” are steadier. • Officers receive non-taxable allowances that cover many living costs that Civil Service employees do not get. • Civil Service employment is “pay as you go” for health insurance and retirement.
