  3. Aims & Objectives • Support all Care Homes in meeting minimum legislative requirements • Minimise disruption from audits • Prevent incidents • Effective evacuation • Post incident planning • FIND SOLUTIONS PROTECT THE MOST VUNERABLE

What`s the risk • 2004 Rose Park, Tenby, Cambridgeshire, Redcar 19 fatalities • 2007 Weybridge £80,000 fine, £20,000 costs • 2010 Manchester fatal fire • 2012 North Wales, West Sussex, Twickenham • 2012 Liverpool £26,000fine, did not evacuate, left it to FRS, staff stood outside • 2013 West Sussex 3 incidents, 7 hospitalised • London 2012/13 540 fires in Care homes and Sheltered accommodation 2 fatal, 26 injured

  5. Understanding FRS Expectations • Evidence of successful management of resident evacuation without relying on FRS intervention

  6. STAY PUT !!!! • Lets get this one out the way • Means “do nothing” • Confusing • Not supported in guidance documents

  7. Automatic Fire Alarm • Delayed alarm • Double knock • Instruct ARC • Minimise disruption to residents and staff • Know your system and zones

  10. Evacuation Types • Simultaneous • Progressive Horizontal Evacuation (PHE) • Also known as Two Door Separation • Delayed Evacuation • Can not rely or factor in the FRS into evacuation process

  11. Simultaneous • Full Evacuation at full alarm • Pre alarm/Two stage/delayed alarm • One out all out • Not always most appropriate for vulnerable persons

  12. Progressive Horizontal Evacuation • Only need to move immediately effected • Staged evacuation horizontal, vertical • Building needs suitable compartmentation

  13. PHE continued • Consider dependency levels & locations • Evacuation aids, wheelchairs, hoists, Rescue mats and sheets • Staffing levels (appropriate) • Evacuation of protected zone in 2.5 minutes ?

  15. Delayed Evacuation • Exceptional circumstances • 60 Minute compartmentation • Staff member with resident ? • Still need to plan evacuation when required without FRS intervention

  17. Staff levels and alternatives • Staffing level must be appropriate to evacuation process • Enhanced compartmentation • Sprinklers • Water Mist system • Location of High Dependency residents

  18. Compartment Occupancy • Spread high dependency • Mixture of dependencies • Avoid high dependency on upper levels • Small compartment = quick evac = gives staff more time = less pressure

  19. RAG markings • On resident details board • Disk on residents door • Red = High dependence • Amber = Dependent • Green = Independent • Assists staff prioritisation
