Hazard Mapping and Risk Assessment • Use available information and built upon that • Research should be applied • Look at the forest not the trees • The methodology should be simple based upon available data rather than new data generation • Adapt methodology from outside to local situation • Start with simple methodology and gradually built on • Involve all stakeholders

Mitigation Planning and Implementation • What is acceptable and doable is more important than what is necessary as indicated by sciences • Approach should be gradual increasing safety • Involve all stakeholders in planning • Select initiative that insures maximum participants by stakeholders • Recognize potential of community participation • Stop increasing vulnerabilities; Decrease existing vulnerabilities

Policy and Institutional Frameworks • So far policy and institutional frameworks geared largely towards response, there is a need to change the focus to mitigation • Look at existing systems and design possible changes • Use step by step approach • Focus on Building Code implementation, land use planning, and increase in emergency response system and capabilities • Streamline disaster risk reduction into development process-find common denominators and act • Decentralize Policy

Evaluation and Public Awareness • There should be education and public awareness elements in each activities • Concept like ESD are easy to institutionalized and can be used for solving problems in theme 1, 2 and 3 • Not transfer of knowledge but also the transfer of ownership • Target all levels from individual, neighborhood to central government • Target all sectors (Health, Transportation…)

  7. Community Participation in Disaster Mitigation • All activities should be based upon the participation of all stakeholders including community • Consider lack of state-of-the-art knowledge and low awareness level • Understanding the nature of community is important • Priority (May be high for recurrent/frequent hazards but not for infrequent/rare occurrence hazards) • Generally, do not have strong inertia • But need to develop trust • Low-tech approach • Less complexities in implementation • Transparency
