Scope of Contract • Lot 1 – 30 units, 15 step down • Lot 2 – 48 (15 Outreach/3 move on) • Lot – Combination of 1&2 • Looking for flexible support across each lot (no fixed hours per week, based on outcomes and delivering economies of scale • Contracts will be awarded based on a fixed annual price • Performance will be monitored on a quarterly based on outcomes Provider Consultation 20 May 2013

Overview of the Requirement • Quality standards defined by CIH and level C SQT • Staff have the skills and provided with the appropriate training • You have the correct policies and procedures in place and that they are communicated effectively • Links with other services, commissioners, health care providers and community partners are developed and maintained to support service users • Monitor service outcomes (key performance indictors) and demonstrate a structured approach to continuous improvement

Key Performance Indicators • Service performance indicators • % of service users who have moved on in a planned way from temporary living arrangements • Service Availability - the number of available units as a percentage of available units will average 100% • Service Utilisation – the number of occupied units as a percentage of available units will average 90% • Throughput – the number of service users accessing the service in a reporting year as a percentage of the number of units (the capacity) • All services will have obtained a least a level B of the SQT within twelve months of the contract being awarded

Overview of the Procurement Process • Use of the “Open” procedure – this combines the selection and award criteria into one • The questions are a mixture of pass/fail and scored weighted – explanations of how question will be scored are contained in section 2.8 of the ITT • Selection criteria will be assessed first – tenderers failing any of the pass fail questions will not be assessed further • Award criteria is split 70/30 – 70% quality 30% price – contracts will be awarded to the tenderer with the highest % score for each lot or combination of lots • The deadline for submissions is 24th June 2013
