Since the launching of the non formal education program of the Ministry of Education, Culture and Sports on May 13, 1997 by virtue of presidential Decree no. 1139, non formal education has gained nationwide acceptance. • All nonformal education projects activities are designed to eliminate or minimize such deprivations and enable out of school youths and adults to live better happier life and participate more actively in national development.

  3. Priorities: • Batas Pambansa 232 or the Educational Act of 1982 provides the legal basis the for the creation of the Bureau of Continuing Education 1. The staffing and operationalizing

  4. a. This Bureau will be the main implementing arm of the non-formal education programs of the Ministry of Education, Culture and Sports. b. A means of meeting the learning needs of those unable to avail themselves of the educational services and programs under formal education. c. Provide opportunities for the acquisition of skills necessary to enhance productivity and competitiveness in the labor market.

  5. c. Means for expanding access to educational opportunities to citizens of varied interests, demographic characteristics and socio-economic origins or status.

  6. 2. Develop a more effective human resource development program reaching out the non educational personnel, laymen and out of school youth who will provide the local leadership.

  7. NOTE:Leadership training programs for adults and youth should focus intensively on rural and urban women who are emerging very strongly as partners in national development.

  8. 3. Information and Publication Management. It is observed that while there is so NFE going on, so little has been done in terms of publicizing what is being done and what NFE can offer. • 4. Research and Evaluation • NFE researchers reveal baseline data and information about out of school youths and adults, activities, projects and programs which serve as inputs in future plans.

  9. 5. Management and Coordination • It is envisioned that the communication gap between the government and the people will be bridged through information dissemination on the latest technologies related to the relevant needs of the people especially to farming and food production, home industries community development.

  10. Conclusion: byMiguela C. Alarcon • I have given you in a nutshell the priorities in continuing education for the next five years. They are very broad priorities which can be further refined into smaller units of priorities. Perhaps we shall work together in order to strengthen non-formal/continuing education in the Philippines.
