Issues Arising after Presentations A: Governance • Review the whole UOTIA 2001 (2003, 2006) • Structure & roles • Review powers of the Committee structure • Need for valuation of Makerere Assets • Rethink students governance • Accommodation • Elections • Council members should have a minimum of a bachelors degree (However, experience be considered) • National ing/teaching of courses • character? • Restructure hosting of programs & courses

  4. Recommendations • Need for an independent accreditation body that is adequately supported from consolidated funds (Programs and universities) • To improve dissemination of information, academic staff be paid an honoraria for publishing

Recommendations • Funding • Need to increase government expenditure on higher education – currently this is 20% but number of public universities continues to rise • MPs help to advocate for increased funding to public universities • Government should directly support research at public universities • Universities should generate income from diverse sources to meet their needs

  6. Recommendations • Appropriate subvention for infrastructure from government e.g. a % of VAT dedicated to higher education • Government takes on the wage bill – this will enable the university to meet her other obligations

  7. Recommendations • Government consultancies should include relevant academic staff from public universities • Regular evaluation of members of staff • Remuneration of academic and admin staff be planned

Recommendations… • Government should operationalise the loan scheme starting with government sponsored students • Makerere should work closely with MPs to lobby for better salaries • Provisions for the disabled be included in the UOTI ACT • E.g. Dept for special needs support • Restructure hosting of programs & courses

Streamlining Reporting Structure AR, Bursar, US and DVCs & VC • VC shall be the accounting officer of the university • DVC A/A shall be responsible for academic affairs • Delete provision that stipulates that AR reports to VC but should report to the DVC A/A • DVC F/A shall be responsible for finance, administrative and planning matters • US & Bursar report to the DVC F/A • Alternatively legal office takes on the role of Secretary to Council • Maintain position of US/DVC Legal Affairs with clear roles and reports to the VC • The Social Services Committee to engage other public universities regarding the proposals on review of UOTI Act

  10. Recommendations • MPs share the recommendations from this retreat with colleagues in the house and government

Way forward • Need a Committee to synthesize the issues raised • URAFR sub-committee on Administrative & Finance Reforms and the Chairs of the 3 groups and Dean Law • Retreat Report be presented to SCC by Feb 12, 2010 • Recommend to council and the MoE to appoint officers of the university in Acting capacity until the UOTIA is comprehensively reviewed/amended • Loan Scheme • The SSC shares outputs of this retreat with MoE, VCs of other public Universities • Policy measures be put in place to guide the scheme • Chair of URAFR meets with SSC on progress
