  7. 4 Security Report • Introduction of second patrol vehicle in Aug 2006 has had positive impact • 10% increase negotiated • With the two cars travelling around 225 000 km in the last twelve months, fuel prices obviously are a major portion of the increase

  8. 5 Land and Planning Issues Erf 97707 – 31 Upper Paradise Road: - subdivision into 3 portions approved - heavy restrictions. Erf 49943 – 23 Boshof Avenue - province replied sub-division must decrease from 9 to 7 plots (land portions +/- 1000 m3), entrance in Fernwood Ave. Process still to be completed. Erf 49878 – 49 Boshof Avenue - approved underlying subdivisions into 3 portions BUT < 500m2.Still with Council. Integrated Zoning Scheme - Draft 4 of the IZS did not include overlay zones – “incomplete”. Objection submitted on behalf of FRA.

  9. 5 Of Interest … • The Council’s new budget came into effect on 1 July 2008 - land use inspectors included • Published regulations concerning the requirements for and approval of gated communities with restricted access. • City had commenced work on its Optical Fibre Communication Network - primarily to improve communications throughout the Metropole for municipal purposes, but will be available for private and commercial use, too.

  11. 7 Membership and Subscriptions • Fernwood Households - 676 • FRA Membership – 445 (65%) • ADT subscription – about 500 (72%) _________________________________ • Continue collect membership fees via ADT mechanism (alternatively EFT/cheque) • Separate invoice / receipt

  13. 8 Traffic Matters, Vendors and Dogs • Enforcement of road signs by traffic department - monitoring continues… • Speed enforcement on Rhodes Drive Informal Traders and Barking Dogs • Informal traders – health inspection ordered • New Animal By-Law • A reminder of the official ruling: no more than 2 dogs per property are allowed

  14. 9 Kirstenbosch • Regular liaison re Summer Concert programme

  15. 10 Cellphone Coverage • FRA trying to get 2 masts for 3+ years • Vodacom Mast proposed for Kirstenbosch Biodiversity Research Centre – letters sent to affected residents • Residents concerned about potential health hazards

  16. 10 Cellphone related radiation • Electromagnetic radiation is non-ionising • Radio frequency • From cellphone and from cellphone masts

  17. 10 Masts – exposures • Between 0.01 and 10% of the ICNIRP limits • Distance to the mast is not the main factor • Line of sight exposures more than non-line-of sight • 20 UK stations – minimum height 2.4m • Generally 0.002-2% of ICNIRP limits for general public with 8.6% being the maximum

  18. 10 Acute effects of radiation from Masts • No effects on: • mood or alertness • cognitive function or symptoms • attention or reaction time • physiological differences by exposure • electrosensitivity (shown to be psycho-somatic) • children’s cognitive function

  19. 10 Chronic effects of radiation from masts • No heart disease excess • No other health effects found • No biologically plausible mechanism

  20. 10 Cellphones • Denmark and Sweden studied for > 20 years • No excess • parotid gland tumours • No excess acoustic neuroma • No excess meningioma • No excess glioma • Interphone study to report this year Radiation increases with weaker mast signal • Important to note that the weaker the mast signal the greater the power output by the phone

  21. 11 Protea Village Land Claim • Jenna Bass is FRA liaison person and has made contact with the new head of CPA • Negotiations and planning ongoing between Regional Land Claims Commission, CPA and Bergstan • No definite plans or dates for development are set or predicted • Await new Impact Assessment in February 2009

  22. 12 Fernwood Parliamentary Sportsgrounds • No further news on possible development • National Dept of Public Works last comment: “Busy drafting a Conservation Management Survey and Plan” • FRA Task Team monitoring activities

  24. 14 General Items Raised • Marijke Honig (landscaper) is concerned that Fernwood is losing it's green and leafy character due to: • the proliferation of high walls • the increasing number of stone chip road verges with no plants, • planting of inappropriate trees • Comments from the floor
