Promoting Academic Success (PAS) Overview • A program to help students who have not met standard on one or more WASL assessments taken during the students’ 10th grade year in Reading, Writing, and/or Mathematics. • School districts may use the new funding to offer assistance in ways that best fit the needs of the students who have not met standard on one or more content areas of the WASL. The assistance may include, but is not limited to: summer school, Saturday classes, before- or after-school classes, skills seminars, test preparation seminars, and in-school or out-of-school tutoring.

  3. Promoting Academic Success (PAS)Class of 2008 Funding • A student unit represents each content area assessment where a student did not meet standard. (A student could potentially generate three student units.) • Student unit allocations will differ based on student assessment scores:  • “Near Miss Students” are students scoring within 1 Standard Error of Measurement (SEM), and generate 34 hours of assistance (including 14 hours teacher planning time). • “Far Miss Students”, scoring below 1 SEM, generate 94 hours of assistance (including 14 hours teacher planning time).

Promoting Academic Success (PAS)Class of 2008 Funding • A student teacher ratio of 13:1 is used for funding allocation. • Districts with at least 1 student unit are allocated a floor of 20 student units. These units are all funded at 94 hours. • The 34/94-hour allocation per student unit is not a mandatory level of service. Districts need only report that a student was served for each unit of need.

Promoting Academic Success (PAS)Class of 2008 Funding • Additionally, the district is allocated on each student unit: • $12.50 for maintenance, operations, and transportation; • $12.00 for pre- and post-remediation assessments; and • $17.00 for reading materials or $8.00 for writing/mathematics materials.

Promoting Academic Success (PAS) Definition of Service • Service is defined as remedial assistance provided to students within a content area in which they failed to meet standard on their 10th grade WASL. • The district has the flexibility to determine the type and level of service students should receive.

Promoting Academic Success (PAS) Reporting Requirements • Program/Intervention Description Report • District-level information that is accessible through EDS. • Report must be submitted for each program, for each reporting period, by content area. • Student Participation Report • Student-level report that is accessible through WAMS. • This data will be used to determine any recapture of funds.

Promoting Academic Success (PAS)Class of 2008 Year-end Funding Adjustments • Districts are receiving funding based on spring 2006 scores and the calculated number of resulting student units for PAS, according to the monthly apportionment distribution.  • The allocations will be adjusted in January of 2008 to reflect actual numbers of students served June 2006 through August 2007, as mandated by legislature. • Carryover calculation to be performed. District may carryover up to 20% of adjusted funding. • Recovery of any remaining monies will be made.

Promoting Academic Success (PAS)Timeline of Adjustment to Allocation • August 31, 2007: Districts must complete ALL reporting. • October 2007: Students that have been reported on as having been served will be linked to their near/far miss status. • November 2007: Allocation will be re-calculated using the number of students served within each content area. • November 2007: Adjusted allocations will be posted on SAFS webpage. • January 2008: Adjustment and Recovery/Carryover will be based on adjusted allocation.

Promoting Academic Success (PAS) Future • Budget Proposals for the 2007-09 Biennium include: • Funding for PAS for the Class of 2008 and 2009, consistent with the current school year allocation with slight increases for inflation. • Does NOT include Innovative Grant funding or other one-time allocations. • Handouts will be provided during presentation contingent upon final budget adoption by legislature.
