  1. Inter-Registrar Transfer Policy (IRTP) Part D Working Group Update

  2. Background IRTP is an existing consensus policy developed through the GNSO’s policy development process that is currently under review. Previous IRTP-related PDPs concluded in 2008, 2009 (Part A), 2011 (Part B) and 2012 (Part C). On the recommendation of the IRTP Part C WG, the GNSO Council agreed to combine all the remaining IRTP issues into one final PDP, IRTP Part D, in addition to the issue that was raised by the IRTP Part C WG in its Final Report. The GNSO Council unanimously adopted the request for an Issue Report on IRTP Part D at its meeting on 17 October 2012.

  3. Charter The WG is dealing with six specific Charter questions related to the IRTP These include: whether reporting requirements for registries and dispute providers should be developed; whether additional provisions should be included in the TDRP (Transfer Dispute Resolution Policy) on how to handle disputes when multiple transfers have occurred; whether dispute options for registrants should be developed; Whether the universal adoption and implementation of EPP AuthInfo codes has eliminated the need of FOAs.
