2. Purpose of the Program The grants pay the Federal share of the cost of innovative model programs for the establishment, improvement, or expansion of foreign language study for elementary and secondary schools students

3. LEA Eligibility The term local educational agency (LEA) means a public board of education or other public authority that maintains administrative control of public elementary or secondary schools in a city, county, township, school district or other political subdivision of a state

4. LEA Eligibility Includes public charter schools that are considered LEAs under State law An intermediate unit within a State e.g., a Board of Cooperative Educational Services (a BOCES) may apply for and receive a grant

5. LEA Program An LEA grant could serve students enrolled in a private elementary or secondary school A private school is not eligible to apply for a FLAP grant

6. LEA Program The secretary of education supports projects that: (a) show the promise of being continued beyond their grant period (b) demonstrate approaches that can be disseminated and duplicated in other LEAs (c) may include a professional development component

7. LEA Program • $100,000 to $300,000 per year (3 years) • In order to build program capacity at local level, cost sharing is required • $200,000 requested = $200,000 match • Waiver for LEA may be granted if resources are not adequate • LEA should share the cost to the extent possible

8. SEA Eligibility The term state educational agency (SEA) means the agency primarily responsible for the State supervision of public elementary schools and secondary schools. Local school districts, schools, private schools, colleges and universities are not eligible entities

9. SEA Program The SEA program provides grants to establish, improve, or expand innovative foreign language programs for elementary and secondary school students

10. SEA Program In awarding grants under this program, the Secretary of Education supports projects that promote systemic approaches to improving foreign language learning in the state • Range of awards $50,000 to $400,000 per year (3 years) • SEA must match requested funding

LEA with IHE • LEAs work in partnership with one or more Institutions of Higher Education (IHEs) • to establish or expand articulated programs of study in foreign language learning • exclusively teach one or more critical languages • must be designed to enable successful students to achieve a superior level of proficiency in those languages as they advance from elementary school through high school and college • 5 year grants
