  4. Proposed Governance Construct Effective governance will provide a framework to better align IT to enable functional business processes across the Navy.

Key Points • CNPC – “Urban Renewal” • Ms. Commons presence at the BTC • 3 Pillars to BTC provide 1-2 year focus, more immediate scope • IPPS-N CONOPS is broader and longer term • Current scope of work is as defined by BTC • Who owns the CONOPS document? N1 • “How to measure improvements?” • FM Perspective (Mr. Taitano) • Timely and Accurate Pay (Pay Certainty) • Improved Management Information • Auditability and Compliance (Measure and Manage Risk) • Workforce development is huge and should be a part of the foundation to both pay and personnel world.

Key Points (Continue) • Need for clarity between Pers Pay and FM regarding payroll • 1992 – Last year Navy produced a payroll (Navy Finance Center) • RDML Carodine – “Process drives EVERYTHING” • FMO engagement • Adopting BEA --- key to standardization • Must understand the current end-to-end business process • DFAS represented at OAG or DFC/FBC • Where is Business Transformation Plan? Who should produce? • PASS is transitioning from CNIC to NPC • Regional PASS Alignment – pending union notification • Metrics clarity and understanding transactional backlog • Configuration Management has been lacking • Navy enterprise portal coming in March 2011
