Improvement of the referral mechanism & inter sectoral communication • Elaboration of a protocol/procedures for defining responsibilities and collaboration among institutions in the central & local level; (lack of referral procedures) • Child Protection – priority issue in the local level with respective budget; • Findings of the study will be used to influence policy changes and service provision (e.g, Parliament) * Good practice the Standard Procedures for Identification & Referral of VoT
Social Awareness • Law for Pre-University prevents violence (clarified through by-laws); • Trainings for National Referral Mechanism on Domestic Violence (by UNDP); • Communication for behavioral impact strategy (MoES & UNICEF); • Trainings for CPU, CRU, School Psychologists etc.; • Trainings in Schools by CSO; • Public awareness raising campaigns; (Smile, Be Patient, Teach ME; National Child Help Line, ALO 116, CE Corporal Punishment etc. 2010); • Annual National Conferences on 19 November;
Improvement of Service Availability Social Care Services Reform including: • Improvement of the Social Service Standards at National Level ; • Establishment of emergency facilities; • Limited capacities at the local/regional level; • Lack of quality services and monitoring on child protection and family; • Unification of the indicators on VAC
Further Steps Activities under the project: • Roundtable meetings with stakeholders; • Hearing Sessions in the Parliament; • Observatories for monitoring of children’s rights; • VAC indicators (unification and institutionalization); • Caucus group on children's rights (with MPs); • Guidelines for MPs on how to protect children from violence; • Awareness of school children on reporting mechanisms (Alo116 and Police);
Expected Results • Establishment and unification of the Referral System; • Listing of VAC indicators; • Improvement of legal framework regarding VAC issues; • Awareness raised among stakeholders; • Promotion of child participation; • Improvement of the evaluation and monitoring system; • VAC = priority
