1. Centrum Partnerstwa Publiczno-Prywatnego • The Foundation Centrum PPP began its operation in October 2008 (in July 2008 the Minister of Finance Jacek Rostowski and Minister of Economy Adam Szejnfeld witnessed the signing of the notary deed of the Foundation). • Among the founders of Centrum PPP there are law firms (26%), consulting companies (22%), banks – including ZBP (The Polish Bank Association) (12%), regional development agencies, enterprises, foundations, associations, chambers and business agencies. Presently 45 entities constitute Centrum PPP (4 public, 41 private). • Centrum PPP is an independentd civic institution whose aims is to significantly accelerate private investments in this part of public needs which the state has no resources to fund.

3. Aims of Centrum PPP: • Promoting the idea of PPP and knowledge on this subject, as well as breaking the stagnation in Poland in terms of public-private investments, • Creating the conditions for reducing the time of project preparations –development of standards of agreements and procedures, • PPP trainings addressed to the authorities and local governments, • Launching a database of PPP projects realized in Poland, • Creating a platform; the space of contact of public entities and private partners, • Collecting and disseminating the experiences of countries where PPP is developing without obstacles, • Monitoring the development of investments in the PPP formula and on basis thereof preparing proposals of legal and institutional changes. • Cooperationg with government agencies and the parliaments in the scope of creating and promoting the implementation of PPP policy.

4. Activity of Foundation Centrum PPP (11.2008 – 11.2010) • CONFERENCES, SEMINARS: • We organised over 50 conferences on PPP in Poland, including 10 regional conferences promoting the new Act on PPP, • We participated actively (speeches, debates) in over 40 PPP conferences in Poland and Europe. • TRAINING COURSES, WORKSHOPS: • We ogranised 16 two-day conference and workshop events as part of the ”European Funds – a chance to develop PPP in Poland” project realised jointly withh the Ministry of Regional Development, • We participated in 16 regional trainings for municipalities organised by the Centre for Bank Law and Information as part of the ”European Local Government Adviser” project, • We conducted a series of 10 training courses aimed at control authorities (Regional Chambers of Auditors and Supreme Chamber of Control) in order to promote knowlegde about the idea of PPP, • We organised training courses commissioned by public and private entities (e.g. local authorities,(housing, parkings, revitalisation, authorities offices), Office of Marshall of Wielkopolska – PPP inhospital services, banks (the role of banks in PPP financing), National Association of Social Housing), • We conduct regular training courses organised by the National School of Public Administration.

5. GOOD PRACTICE • We worked out 6 codes of good practice • 3 roadmaps ready and published: Code of PPP good practice for advisors, PPP project implementation roadmap for public entities, PPP project implementation roadmap for public entities in social housing, • 3 roadmaps in preparation: the prison system, public buildings, hospital services, • We prepared the assumptions for the system of formulating and exchanging codes of good practice in PPP in construction sector (as part of Leonardo Da Vinci project). • COOPERATION WITH PUBLIC AUTHORITIES – CENTRAL AND LOCAL LEVEL: • We prepared the assumptions for the PPP projects database (Ministry of Economy, Central Statistical Office), • Incorporation of data on PPP to national statistics (Ministry of Finance, CSO, MoE), • Cooperation in impementing PPP formula in the sector of prisons and courts (MoE, MoF, private entities), • Cooperation in implementing PPP formula in the sector of science and higher education (Ministry of Science and Higher Erucation), • We prepared proposals of state policy in scope of promoting PPP in Poland the are now being used by government institutions in works on systemic institutionalisation of PPP promotion. • EUROPEAN COOPERATION: • We signed a memorandum of cooperation with Kazakh PPP Centre, • We signed a memorandum of cooperation with Ukrainian PPP Centre, • Participation in TOS PPP group with UNECE (United Nations), • Cooperation with Dublin Institute of Technology, Warsaw University of Technology, ERBIL, Universidade do MINHO and CIOB (as part of Leonardo Da Vinci project), • Cooperation with European PPP Center.

6. RESEARCH AND ANALYSES • Feasability studies – for public entities – whether PPP could be used instead of traditional procurement – sector analyses, • Analysis of PPP good practice in Europe – as part of Leonardo Da Vinci project. • PUBLIC HIGHER EDUCATION: • Cooperation in organising and lecturing (founders and employees of Centrum PPP) in PPP postgraduate studies at Warsaw School of Economics, • Lectures at National School of Public Administration, • Creating courses and lecturing on the subject of PPP at Warsaw School of Economics. • PUBLICATIONS, INTERVIEWS IN THE PRESS, SCIENTIFIC JOURNALS AND MEDIA • Over 70 articles and scientific publications, • Several televised interviews, • Several radio interviews, • Opinions of Centrum PPP are quoted in press and other publications, • Webpage www.centrum-ppp.plview by over 30 000 Internet users, • Centrum PPP quarterly distributes Newsletter PPP.
