The C2G2 Initiative will address these issues by seeking to enlarge, accelerate and shift the discussion on CGE governance from academia to the intergovernmental policy community through systematic engagement with government representatives, intergovernmental and international non-governmental organizations, as well as other non-state actors. C2G2 does not promote the use of geoengineering techniques, neither is it a priori opposed to their consideration. Reporting to, and under the supervision and guidance of the C2G2 Executive Director, and working closely with the Senior Strategy Director and Senior Programme Director, the incumbent will be responsible for creating, implementing and monitoring of an overall communications strategy for C2G2 directed toward intergovernmental organizations, governments, civil society, and non-state actors as well as the media and public audiences. Deputy Chief of Party, FHI 360, Tunisia FHI 360 is currently recruiting for the position of Deputy Chief of Party for an anticipated USAID project, Tunisia Community Resilience, that is expected to promote resilience at the community level, with the goal of addressing drivers of violent extremism, building community engagement and identity, 5

6. and strengthening social cohesion between marginalized populations and the rest of Tunisia. The Deputy Chief of Party (DCOP) will support the Chief of Party (COP) in overseeing project implementation and will have a role in providing direct technical support to staff and partners. The DCOP will assist the COP with all responsibilities, including the development and implementation of the project’s vision, strategy, and technical direction, ensuring timely progress against schedules, achievement of deliverables, and quality of results. He/she will serve as the secondary institutional liaison with USAID. The DCOP will assist the COP with all aspects of program performance, both technical and managerial, and ensure that procedures are adhered to for activity development, implementation, monitoring, evaluation, procurement, budgeting, and financial accounting. Program manager for multi-region girls’ empowerment program, Peacebuilding UK, Russian Federation Peacebuilding UK, a UK-based charity running children- and youth-focused programming in Russia and other parts of the former Soviet Union, seeks to hire a proactive and experienced Program Manager to oversee the implementation of adolescent girls’ programming in Russia’s North Caucasus region. This program was launched in 2012 and in 2016/17 is in its fifth year. It was designed by a coalition of local women’s NGOs (Partners) and is jointly led by them, and reaches around 1800 girls per year. Locally-based Program Coordinators are responsible for daily logistics and staff support. Global Forest Link, a program developed by San Diego based nonprofits Community Commons and Global SchoolNet, creates opportunities for high school and middle school students to contribute valuable information to Global Forest Watch, a 20-year-old worldwide network that uses satellite imagery and other scientific methods to monitor the health of tree-covered areas around the world. Students in the program learn environmental science and data analysis, while improving their communication, storytelling, and video production skills, and expanding their world perspective by collaborating with peers in other nations. 18. “Change the World” It always struck me that saying that sounded a lot like grandiose hubris, or at best, a dauntingly overwhelming task. The utter impossibility of it seemed certain until I realized that it can mean helping one person at a time. That is a theme you’ll see throughout this book and our websites and our work. I have added some of my LinkedIn Influencer blogs/essays that I hope may be inspirational, also. The format of this book is inspired by Brian Eno’s A Year with Swollen Appendices, not so much the diary aspect but rather the overwhelmingly large collection of information in the various appendices. Open-Sourced Humanitarian Interventionism It’s long been my goal to make life easier for those working in humanitarian and volunteer endeavors, as well as those in need of help. Indeed, in one way or another, we all need help in one form or another. So, just about everything you find herein and on the Center’s website, is free of charge, and a lot you could also find for yourself. What I’ve tried to do is speed up the search, vet what has been found, and then curate the results, making them as readily and easily available as I know how to. This is my dream of open-sourcing humanitarian work. Current Content, For Pretty Close To Forever The reason for this “reverseengineering” is twofold. First, the amount of content and links on the Center’s website may not always be apparent to the novel user. Of more than 3,300 pregnant women known to have contracted the virus, Puerto Rico has reported just 16 cases of Zika-associated congenital defects. Compare that to the US states and the District of Columbia, which reported 63 fetuses or newborns with congenital defects among 1,300 pregnant women with the virus. Casting a skeptical eye at the official numbers from Puerto Rico, a former US official said that clearly “dozens and dozens" of babies born showed the signs of Zika damage, but were not reported. STAT HEALTH METRICS Health Care Spending Disparities Explained Here’s the spectrum of per capita health care spending: The US (no surprise) spends the most at $9,237. At the other end: Somalia spends $33. The Global Burden of Disease Health Financing Collaborator Network collected and analyzed the data from 184 countries. To make sense of the disparities, NPR turned to Joseph Dieleman, an assistant professor at the Institute for Health Metrics Evaluation at the University of Washington. He authored Lancet papers on health financing from 1995 to 2014, and future health financing to 2040. The interview makes for fascinating health system reading. One tidbit: The US spends way more than 2X as much as the UK does on health care per person and has a lower average life expectancy. PARASITIC DISEASES Rat Lungworm in Paradise Cases of rat lungworm illness—bringing severe headaches, nausea, seizures and pain to its victims—are on the rise in Hawaii. 11 cases have been confirmed this year, outpacing the annual average of 9. One sufferer called the pain of childbirth “like eating ice cream compared to this.” Parasitic worms from rat lungs cause the disease. Released into the ecosystem via poop, the parasites can enter the bodies of snails, slugs and other creatures, which then spread them. “That’s why you’ve got to … really wash your lettuce,” says Hawaii state Sen. Josh Green, a physician. The Washington Post SUBSTANCE ABUSE Opioid Education An online course on opioid abuse treatment and prevention, offered by Harvard Medical School, has gained thousands of enrollees from over 100 countries in less than a month. Launched on EdX March 27 on March 27, “OpioidX: The Opioid Crisis in America” teaches students about addiction and abuse and provides steps they can take to help opioid users get the treatment they need and avoid overdose. “I think [the course] is a way of taking a deeper look at a topic that is getting a lot of press but without a lot of depth,” says 2nd-year medical student Siva S. Sundaram. The Harvard Crimson Home Remedies In a new approach to addiction treatment, Connecticut-based Aware Recovery is pioneering a year-long, home-based model of care that aims to reduce notoriously high relapse rates in recovery. While typical month-long inpatient programs send patients home to settings where, in many cases, their problems originated, Aware comes into clients’ homes and connects them with an array of caregivers and resources. "It's all based on this concept that addiction is not about the substance use, but is about what led to the substance use in the first place. And you can't really get there without getting to know the patient," Stuart Gitlow, past president of the American Society of Addiction Medicine, says of Aware’s program. NPR Legal Alternative When Portugal faced one of the world’s worst drug epidemics in the 1990s, its government responded by treating drug use and possession as a medical issue, not a crime. 20

21. While the 2001 law that decriminalized drug use still sends dealers to prison, anyone caught with less than 10 days worth of drugs is sent to mandatory medical treatment. Today, Lisbon sees around 2,500 drug cases annually, a 75% drop from the 1990s. And Portugal’s overall drug- related death rate is 5 times lower than the European Union average. “It’s cheaper to treat people than to incarcerate them,” says sociologist Nuno Cabaz. NPR HEALTH SYSTEMS Expensive and Inefficient The Consumers Health Forum of Australia is emphasizing the need for extensive government review of the country’s privatized health insurance sector. In recent articles, the organization cites concerns with skyrocketing premiums, a lack of adequate coverage and erosion of Medicare. The privatized insurance sector, they claim, is a contributor to increasing inequality in Australia. “We have seen the enormous damage that private health insurance has wrought in the US,” says former public servant John Menadue. “We are steadily going down the same dangerous path.” Sydney Morning Herald GLOBAL HEALTH Bill Gates’s Optimistic VR “If you don't expect to see change, you won’t look for it,” writes Bill Gates on his blog. Why are so many people pessimistic about the future when more people around the world are better off than ever before? Gates says many of us ignore the “power of innovation” and the ways new insights can change the trajectory of our world. To prove his point, he invites readers to watch a virtual reality video in which they can find amazing innovations that have improved the world, hiding in plain sight. Try it yourself! This, in turn, is driving a major increase in the number of cholera cases within the country. Between June 2016 and January 21

22. 2017, more than 4,000 cholera cases were reported in 10 South Sudan counties. The war is also complicating humanitarian groups’ efforts to get staff and resources to affected communities. And looming over everything is the knowledge that the coming rainy season, which typically starts in June, will increase the risk of further contamination and compound the challenges of responding to the disease. PRI VACCINES An Unfamiliar Fight The recent resurgence in high-income countries of vaccine-preventable or potentially preventable diseases is challenging physicians who may have little experience treating them. Medical News Today spoke with Vanderbilt University’s William Schaffner about how physicians can identify these reemerging diseases. Unvaccinated individuals are the most vulnerable to measles, while adolescents and young adults—even those who have been vaccinated—are often at greatest risk for mumps. Pertussis, or whooping cough, may be harder to identify in adolescents and adults, according to the CDC, while lung disease that does not respond to conventional antibiotics may, in fact, be multi-drug- resistant tuberculosis. Medical News Today End in Sight in the Americas The Americas may already have achieved the 2020 WHO goal for hepatitis B control, and the full elimination of newborn and early childhood transmission in the region may be in sight, according to PAHO and US FDA researchers. Researchers found that childhood immunization schedules in all 51 countries and territories reporting to PAHO/WHO include the HB vaccine. In 2015, 89% of children in the region had received the 3-dose series, and 75% had received a birth dose. More work needs to be done to ensure all children, as well as high-risk adults, are vaccinated, the researchers say. BMC Public Health HUMANITARIAN DISASTERS Yemen's Staggering Crisis It’s time to act on the world’s worst humanitarian and food security emergency: Yemen, which is barreling toward a total collapse, according to the UN. IPS FOREIGN AID Evidence Based By funding science-based policymaking, US foreign aid has the potential to combat cross-border problems such as famine and epidemics that foster poverty, conflict and disease, argue Nature editors. But proposed budget cuts to the State Department and USAID could gut overseas programs that study how best to intervene in crises. In fact, the US National Academies of Sciences, Engineering and Medicine recently argued in a report that we need more science at USAID, not less. By boosting science, report co-author Michael Clegg says, “We enhance people’s welfare around the world and we gain.” Nature (Editorial) REFUGEES Young and Vulnerable Migrant and refugee children in Greece are being exposed to physical, psychological and sexual violence and exploitation, according to a recent Harvard University study. Researchers interviewed 24 people, including pediatricians and lawyers, who work closely with migrant children in the Lesvos and Chios islands, Athens and Thessaloniki. The conversations suggested major factors that contribute to the migrant children’s abuse and exploitation. They include risky living conditions in migrant camps and a lack of specialized facilities, weak systems for protecting children and inefficiency in relocating them to permanent locations. Harvard University INFLUENZA Frog Remedy Emory University scientists may have discovered a way to combat influenza using mucus from 23

24. the skin of a frog native to southern India. Published in the journal Immunity, the researchers’ study found that Hydrophylax bahuvistara’s mucus contains amino acids capable of destroying many influenza viruses while leaving human red blood cells intact. The researchers screened 32 antimicrobial peptides and found 4 that directly attack influenza. Of the flu-fighting peptides only one, called urumin, killed off every H1 virus presented without damaging healthy cells. They will continue testing urumin to better understand how it works. Los Angeles Times HIV/AIDS Hidden Epidemic in the Philippines The Philippine government’s war on drugs has overshadowed another harrowing problem: increased incidence of HIV, in what the WHO calls one of the fastest growing epidemics in the world. 4 underlying factors are driving the spike, writes author Alex Adia. Filipinos are having sex at a younger age than in the past, condom use is low in the majority Catholic nation, misconceptions about HIV abound and stigma continues to isolate HIV-positive people. To make progress against HIV, Adia says, the Philippines must commit to comprehensive initiatives, tailor its approaches to different subpopulations, and roll back the drug war. Brown Political Review MENTAL HEALTH Lingering Trauma Mass fainting among female factory workers in Cambodia has led officials to blame exhaustion, malnutrition and unhealthy working conditions. However, a new study published in Transcultural Psychiatry finds that the fainting is a symptom of psychological trauma, a legacy of Khmer Rouge violence. Many of the foreign-owned factories were built cheaply on sites known to locals for mass executions and horrific violence. “For the affected women, the [fainting] is the coming together in one moment of all that she has suffered in her life so far,” Eisenbruch says. “Terror, flashbacks, abuse, pain, powerlessness, vulnerability, injustice, poverty and endless grief and loss.” Phnom Penh Post 24
