Study on Industry Self Regulation • Institute is private nonprofit educational organization • Founded in 1994 in response to growing need for transnationalism in business ethics • Growing debate over effectiveness of industry self-regulation • Study to have 3 components: • Secondary literature search (completed) • Interviews with key industry leaders and policy-makers • Quantitative Research

  4. Conditions for Effectiveness • “Community of Fate” (Omarova) • Relatively few industry players • Exit costs are high • Homogenous interests • Committed senior leadership • Heightened external pressure • Interested, organized (and vocal) external stakeholders

  5. Effective Program Characteristics • Intensive monitoring and scrutiny • Focus on outcomes instead of process • Easy to compare performance of members • Third party oversight • Enforcement mechanism • Sets best practice as “the standard” and not the lowest common denominator

Challenges for Global Programs • Know when to show cultural sensitivity and respect . . • . . .And when to draw the line. • Global Code should “educate” as much as “legislate” • On-line training can inform, but live training is needed for “transformation” • Creating speak up cultures takes years and requires multiple approaches • Never forget the desire for profit is universal
