  3. Purpose • To update the SAB on NOAA’s progress in response to the recommendations of the Research Review • To engage the SAB in a dialogue about NOAA’s progress to date and next steps to implement the recommendations of Research Review

  4. Issue • To ensure that NOAA is making adequate progress to respond to the SAB’s Research Review • To explore for any additional considerations that may impact optimal placement of research activities within NOAA

  5. NOAA Research Vision and Plan TASK COMPLETE • Develop a 20-year Research Vision and a 5-year Research Plan • Research Vision and Plan are complete and available on the web (http://www.nrc.noaa.gov/reports.htm) and (http://www.spo.noaa.gov) • Outreach continues to ensure stakeholder input for future updates

Research Organization TASK COMPLETE • NOAA should establish an Associate Administrator for Research and a Research Board • NOAA Deputy Administrator will serve as the senior management official responsible for overseeing the development of a cohesive, responsive research program • NOAA Executive Council will provide active oversight of research

  8. Transitioning Research TASK COMPLETE • Formalize the process to transition research to operations and information services • NOAA has developed a Policy on Transitioning Research to Application • More details will be presented in a subsequent briefing. . .

  9. Research Location • Develop criteria to determine where research is located within NOAA; • Apply the criteria to existing and proposed research activities, and identify opportunities for migration; and • Establish an External Task Team to evaluate/strengthen the structure & function of ecosystem research programs • NOAA has established an Internal Ecosystem Task Team and has solicited nominations for an External Ecosystem Task Team • NOAA has established a Physical and Social Sciences Task Team to address all other research in NOAA • More details will be presented in a subsequent briefing. . .

  10. Extramural Research • Clarify and promote the role of extramural research and will engage the external community at appropriate phases of the PPBES process • NOAA has sought input from the extramural community • A research focus was included in the 2006 Budget summary • NOAA’s new Grants Online should make the grants process quicker and easier

  11. Cooperative Research • Standardize processes for Cooperative Institutes and other cooperative arrangements • NOAA completed a draft Cooperative Institutes Policy – released for public comment on March 8, 2005 • More details will be presented in a subsequent briefing. . .

  12. Reimbursable Research: • Establish clear guidelines to ensure reimbursable work directly supports NOAA’s mission • NOAA has conducted an assessment of, and is now developing a policy on, reimbursable research through the CFO Council and the Research Council

Research Organization in OAR Headquarters and in Boulder • Strengthen the management of research within OAR headquarters • Consolidate the laboratories in Boulder to improve execution and increase multidisciplinary collaboration • NOAA leadership has approved a consolidation plan for OAR headquarters and the Boulder laboratories which will be forwarded to Congress • Changes will lead to improved quality of research, efficient use of resources, and better collaboration

  14. Air Resources Laboratory • Conduct a core capability analysis of the Air Resources Laboratory • NOAA is conducting a core capability analysis of the Air Resources Laboratory; the report will be provided to NOAA Leadership in May 2005

  15. Continuing Oversight • Review progress in implementing the recommendations from the Research Review • NOAA will request the SAB to conduct a review of the progress in implementing the Research Review Team’s recommendations in summer of 2005

  16. NOAA Coordination & Views • Coordination with • NOAA Leadership, NOAA Research Council, and NOAA CFO Council • Preliminary briefings with DOC

  17. Desired Outcomes • NOAA will have better coordination with and information flow to/from the SAB • SAB will remain engaged on NOAA’s progress to date and continuing activities
