  5. HSIPR round 1 selections • January 28, 2010 – President Obama announces HSIPR round 1 selections • Focus of Investments: • Building new high-speed rail corridors • Substantial upgrades to emerging HSR • Improvements to existing services • Planning studies laying groundwork 5

HSIPR round 1 grant agreements • Top priority for FRA & States – Round 1 grant obligation • States and FRA focused on completing award prerequisites: • SOWs • Agreements • Engineering and environmental analyses • Financial plan and project management plan • FRA is available to help with roadblocks – work with customer leads *Figure will fluctuate as budgets are defined for specific projects within corridor programs. 7

Critical success factor: Railroad stakeholder agreements Enforceable service outcomes agreements essential 1 • Immediate outcomes from grant – consistent and measurable: • Specified operating slots (by number and time of day) • Scheduled trip times • Reliabilitymetrics (delay-minutes reduction) • Where project results in new capacity, futureslots must be protected • By statute, service outcomes from grant must be enforceable • Agreements may be structured either as: • Trilateral agreement – State, host, and operator (preferred) • 3 synchronized bilateral agreements 2 3 4 8

HSIPR – key dates for Round 2 • May 19 – applications submitted: • FY10 planning – up to $50m • Remaining FY09 construction funds – ~$65m • Late June – solicitations published: • FY10 corridor programs – at least $2.125b • FY10 standalone projects – up to $245m • Early August – applications due: • FY10 corridor programs & standalone projects 9
