  2. Content of the report • EU fundraising obstacles in Lithuania in 2004-2006; • Efforts on effective usage of EU structural funds in 2007-2013; • Cultural heritage digitization funding in 2007-2013.

  3. EU fundraising obstacles in 2004-2006 • Absence of strategic legal solutions on cultural heritage digitization; • Lack of measures for digital content within the Single Programming Document (SPD) 2004-2006; • Lack of cooperation between memory institutions.

  4. Fundraising in 2004-2006 • 2004: application for the EU structural funding-NLL; • Draft concept for digitization of movable cultural assets-NLL; • Revision of the draft concept by the Digitization Council • under the Ministry of Culture of the Republic of Lithuania; • Approval of the Concept in 2005 (Resolution No. 933 of the • Government of the Republic of Lithuania of 25 August, 2005; • Valstybės žinios, 2005, No. 105-3877).

E-content within SPD 2004-2006 • Low participation of non-governmental organizations in • thedrafting of the SPD 2004-2006; • Lack of measures for digital content of the cultural heritage • within SPD 2004-2006; • Measure 3.3 of the SPD “Development of Information • Technology Services and Infrastructure” as best providing • for the creation of digital heritage content.

  6. Legislative activities • The initiative by NLL: a draft project for the Strategy; • Improvement of the draft Strategy; • Adoption of the Strategy by the Government of the Republic • of Lithuania.

  7. Strategy on Cultural Heritage Digitization The Strategy aims to encourage digitization of cultural heritage objects preserved at memory institutions, guarantee long-term preservation of Lithuanian cultural heritage, its integration into the global digital space, and worldwide access to it.

  8. Implementation Framework for the Strategy 2007-2013 • Assets needed for the implementation of the Strategy; • Organizations responsible for the activities outlined in the Strategy; • EUR 5 840 000 from the state budget; • EUR 12 318 000 from the EU structural funds.

  9. Legislation on e-services and e-content • Operational Programme on Economic Growth for 2007-2013; • 3rd priority “Information society for all”; • Measure – “Lithuanian culture in the information society” • Total amount: EUR 14 493 000.

Measure “Lithuanian culture in the information society" • The goal - creation of valuable digital heritage by conversion • of unique and valuable cultural heritage objects, works of art, • cultural creations, information about significant phenomena in • the historical and social reality into the digital form. • Total amount: EUR 14 493 000.

  12. Activities to be financed • The measure “Lithuanian culture in the information society”: • Creation of digital content; • Provision of e-services.

  13. Project selection and administration • Measure “Lithuanian culture in the information society”: • National project selection criteria; • Information Society Development Committee; • Implementing agency for the Measure - the Central • Project Management Agency.

  14. Projects to be financed 1. “Creation of the Lithuanian cultural heritage content and access” - NLL (the National Library): EUR 8 800 000; 2. “Lithuanian documentary cinema online” - Lithuanian State Archives: EUR 3 000 000; 3. “Building and restoration of the sovereign Lithuanian state: digitization of the historical heritage” - the Seimas of the Republic of Lithuania, the Office of the Seimas of the Republic of Lithuania: EUR 9 000 000;

  15. Projects to be financed 4. “Millennium: digitization of the Lithuanian historical and cultural heritage” - Vilnius University: EUR 1 880 000; 5. Better availability of audiobooks for the visually impaired: Lithuanian Library for the Blind – EUR 1 000 000; 6. Digitization of records preserved at the Lithuanian Radio Archives - Lithuanian National Radio and Television: EUR 1 800 000.

  16. Goals of the NLL project • Development of the partnership infrastructure; • Digital content creation; • Standardization of metadata, digital object archiving and • digital content access; • Development of the infrastructure of the Integrated • Virtual System and the portal “epaveldas.lt”.

  17. Conclusions 1. Lithuanian culture has been singled out as a priority area for the investment under the measure “Lithuanian culture in the information society” of the 3rd priority of the Operational Programme on Economic Growth for 2007-2013 with the total amount of EUR 14 493 000. 2. Legal documents on digitization, the Implementation Framework for the Strategyon Digitization 2007-2013 and the above-mentioned measure provide legal basis for memory institutions to apply for EU Structural Funding.

  18. Conclusions • 3. The key objectives that are made sustainable through EU • structural funding: • permanent and systematic creation of the digital content; • integrity and diversity of the cultural heritage; • better access oportunities for remote users; • integration of cultural heritage into the European digital environment.
