LRM Objectives The Land Records Modernization program seeks to improve the effectiveness, efficiency and equity of government services by improving local capacity to maintain, manage, and use information related to land. • FundingEstablish an adequate and appropriate source of funding for local government implementation of comprehensive and coordinated modernized land record systems. • Technical CapabilitiesAssist local governments with advisory services related to the design, development, implementation and management of effective, integrated land record systems. • Data IntegrationPromote and support local development of land records systems that are consistent with regional and state land record information needs. • Data AccessImprove and expand services to the public by making information about land records more readily available.

Definition: Land Records The data, information or maps regarding any physical, legal, economic, or environmental information or characteristics concerning land, water, groundwater, subsurface resources, or air within Minnesota. • Geographic referencesGeodetic control systems, land survey records, land ownership boundaries • Administrative recordsJurisdictional and administrative boundaries; land use; land use controls and restrictions; land value; property tax records; related property information; property ownership; site addresses • Built EnvironmentTransportation infrastructure, utility infrastructure, planimetric information, historic and prehistoric sites and contaminated sites • Natural EnvironmentGeology, hydrology, land cover, minerals, soils, unique natural areas, wet lands, topography and wildlife.

  4. Definition: Land Records Modernization • Geographic Information Systems • Database Management Systems • Imaging Systems • Global Positioning The application of technology to improve processes and procedures used to collect, maintain, use and share land records and land information.

Policy Board Executive BranchAgency Sets Policy & Approves Plans/Grants Executive Oversight&Budget Authority Advisory Committee LRM Staff LRM Operations& TechnicalAdvice Administrative& Technical Support Organizational Structure The LRM program will be directed by a Policy Board, with advice from an Advisory Committee and administrative support from an executive branch agency of state government.

  6. LRM Policy Board A broadly representative Policy Board will be appointed by the Governor to shape and direct the LRM program. Mission and Duties • Sets LRM program policy and operational guidelines • Oversees use of program funds • Sets direction for administrative staff • Approves local LRM plans • Approves LRM grant awards • Promotes improved access and use of land records Membership • Balanced between state, regional, county and city entities • Appointed by Governor

  7. LRM Technical Advisory Committee A broadly representative committee will provide technical and operational advice to the administrative staff and the Policy Board. Mission and Duties • Provides advice to the Policy Board regarding technical and operational issues related to LRM. • Review local LRM plans and recommend action • Review grant proposals and make award recommendations Membership • Representatives from the state government, local government, the private sector, educational/research, and professional communities. • Appointed by LRM Policy Board

  8. LRM Administrative Agency Program administration and technical support will be provided through a state agency, under direction of the Policy Board. Location and Relationships • Executive Branch Agency: Minnesota Planning • Organizational Unit: Land Management Information Center • Policy direction set by LRM Policy Board Duties • Develop LRM documentation and procedures for Policy Board review • Support the plan and grant review process • Review and recommend LRM standards and guidelines • Provide technical assistance regarding LRM program

LRM Program Elements The LRM program will provide funds and technical support for counties throughout the state, focusing on special needs and innovative solutions. • Base LRM FundingFunds allocated to all counties participating in the statewide LRM program. • Supplemental LRM FundingGrant funds available to counties with special needs or innovative projects that promote LRM objectives. • Technical SupportAdvice and assistance provided to participating counties needing short-term technical help to accomplish their LRM goals.

Local Government LRM Plan The primary condition of eligibility will be a county technology plan that reflects the goals of the LRM program. • LRM OfficerDesignates LRM Officer to administer the plan • Adherence to StandardsAdheres to standards and guidelines for LRM, as approved by the Policy Board • Data AccessProvides for access to and availability of data created through the LRM program. • Geographic ReferencingProvides for geographic referencing of all data • Data IntegrationPromotes inclusion and integration of data regarding both the built and natural environments • Investment PrioritiesIdentifies LRM investment priorities for a minimum of five years

Allocation of Funds Funds would be used to support local land records modernization while also promoting the capability statewide. • Most funds returned to eligible counties based on land activity. • Other funds returned to counties based through grants. • Remaining funds to state for administrative and technical support.

  12. Local Base Funds All counties making basic commitments to the goals of the LRM program will receive base funds. • PlanningA County LRM plan shall be developed and used to guide the program. Program funds may be used to develop the plan. • AccountabilityFunds must be used for planned activities and investments • Non-DisplacementFunds should not displace existing local funding

Local Grant Funds Counties with special needs or that promote the goals of the program will be eligible for grant funds. • Base LRM allocation is low • Innovative demonstration project • Supplement to local funds would have important impact • Promotes integration and cooperation • Likelihood of success • Results in specific and tangible product • Consistent with county-wide LRM plan

  14. Administrative Funds Small portions of the available funds will be used to provide administrative and technical support for the program. • Board and committee support • Program administration • Plan reviews • Standards development • Coordination • Technical support

  15. Funding Sources Ideally, the LRM program will be supported by revenues generated by land transactions, directly linking the funding source to the program’s intended purposes. The following are proposed as alternatives. • Recordation Fee Surcharge • Deed Tax • Mortgage Registration Fee
