Program Overview • State Administered $2.6M Grant to Purchase/Rehab/Resell/Lease Foreclosed Homes to Qualified Applicants • City-Wide Target Area with Some Exceptions • Contracted with Following Entities: • Flagler County (Applicant Intake) • Guardian Resource Management (Grant Consultant) • Fred Fox Enterprises, Inc. and Flagler Home Services Corporation (Resale Developers) • Mid-Florida Housing Partnership, Inc. (Non-Profit Housing Counselors and Rental Developers)

Program Update • Demonstrated 100% Obligation of Grant Funds by September 1, 2010 Deadline • Expended 100% of Grant Funds by September 1, 2011 Deadline • Expected to Meet Beneficiary Goals within next 60 days (September 2012 Deadline) – All Initial Homes Now Under Contract • Now in Program Income Phase • When Homebuyers Purchase NSP Home, Money is Returned to Program and must be Reinvested in Program Activities

Program Update • 46 buyer applications have been reviewed and approved. • 23 foreclosed/distressed/abandoned homes been purchased and have been renovated (or under renovation) • 19 homes are have been resold/leased to qualified individuals • 4 homes are under contract and are scheduled to close within the next 60 days. • 8 approved applicants are on the waiting list. • Average Home Price: $107k / Average Repairs: $13k

Program Overview • HUD Administered $1.4M Grant to Purchase/Rehab/Resell/Lease Foreclosed Homes to Qualified Applicants • Smaller Target Area (Part of R&P Section) • Buyer/Realtor Driven Program • Contracted with Following Entities: • Flagler County (Applicant Intake) • Guardian Resource Management (Grant Consultant) • Mid-Florida Housing Partnership, Inc. (Non-Profit Housing Counselors) • Rental Developer (Agenda Item)

Program Overview • $750,000 CDBG Housing Rehabilitation Grant Program • Home-owner occupied rehabilitation and/or demolition/reconstruction • Homes that deteriorating and homeowner has no funds/ability to repair (i.e. seniors or disabled persons on social security) • Benefits homeowner, neighborhood, and contractors • Contracting with Following Entities: • Flagler County (Applicant Intake) • Guardian Community Resource Management (Grant Consultant) • Contractors for Rehabilitation
