  3. Questions • The paper on Outcome indicators … assumes a baseline. However, a baseline is not always available, or even possible to get. E.g. regional statistics in the Netherlands do not necessarily match with sectoral statistics. Another example of a difficult to establish baseline would be the knowledge base in a certain economic sector; or the competence base of SME’s. To develop baselines is costly. Moreover, the effects of the project on the baseline can be interfered with other effects. So, are baselines a necessity in order to establish the results of the project? • Although the paper on Outcome indicators mentions not to set a ‘menu of indicators’, the reality is that a project very often has quite a number of effects. These could be well described in indicators. In respect to public information, has been foreseen to address these effects in a possible and coherent way? • During the execution of an OP, new results might appear that have not been foreseen. This is due to the type of projects being implemented. E.g. in Kansen voor West we see now sets of projects that are interesting to present to the public and EC. (Energy projects, Incubators etc.). In respect to public information, has been foreseen to address these (unexpected) results? .
