Terms of Reference • To build the capacity of all GEO Members [global capacity]to access, retrieve, analyze, include into appropriate models, and interpret relevant data from global data systems. • To build the capacity of all GEO Members [global capacity] to integrate Earth observation data and information with data and information from other sources, improving understanding of problems in order to identify sustainable solutions. • Support the GEO in developing [To develop]a coordinated GEOSS capacity building strategy among GEO Members and Participating Organizations based on the principles articulated in the GEOSS 10-Year Implementation Plan Reference Document.

CBC Activity Summary • CB Committee Meeting - 6-7 March 2006, Paris • CB Workshop – 29-31 May 2006, Sao José • Discussed development of a CB Strategy, based on preliminary survey and analysis • Results at: http://www.dsr.inpe.br/workshopgeo • CB Committee Meeting – 14-15 Sept, Brussels • Implementation of 2006 WP tasks • Development of GEO CB Strategy • Review for endorsement at GEO-III Plenary meeting – Nov 2006 • Communication of strategy in early 2007 at CB Symposium (in Spain - tbc) to donors and decision-makers

CBC Issues • CB Committee participation (increasing membership and engagement, especially developing countries) • Liaison and co-ordination with other committees (to develop strategy and fulfil tasks, avoiding overlap, duplication etc) • GEO Work Plan tasks • definition of responsibilities and expectations: Co-chairs, lead organisations, contributing organisations, contributing users • CBC guidance for outreach tasks • Liaison / co-ordination between tasks (under and outside CBC committee responsibility)

Proposed Solutions • Engage in continuous outreach activities • To be done routinely at meetings and conferences etc • Use GEO Secretariat publicity materials • Develop specific CB materials • Address concerns of developing countries • Adopt targets and monitor progress • CBC and individual targets (e.g. from your region) • Keep GEO Sec and CBC co-chairs informed • Permanent feature of CBC meeting agendas • Support for travel • Any other ideas?
