  3. No person in the United States shall, on the ground of race, color, or national origin, age, sex, or disability be excluded from participation in, be denied benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance. The Law

  11. An applicant for Federal financial assistance for a program or activity shall provide assurances that the program will be operated in compliance with the regulations. OMB Circular A-102 Must comply with all Federal statutes relating to nondiscrimination. 453 C.F.R. 174 Assurances Required
