PEOPLES’ PRIMARIES PHILOSOPHY – Sovereignty resides in the people, hence there must be congruence between the source of power (the people) and the leaders invested with the authority to exercise the power. (Law / Gov’t.) (Bureaucracy) IDEA – The representatives who exercise the sovereign power of the people must be produced by a process that allows broad-based participation by them. CONCEPT - The primaries can be understood therefore as a GOAL, PROCESS and MEANS

  4. AS A GOAL: Alleviate corruption in National and Local politics by raising and selecting God-loving, “non-trapo” and competent public officials concerned with the common good and committed to the empowerment of the Filipino people to achieve progress.

  5. AS A PROCESS: A CONSULTATIVE MECHANISM CONSISTING OF: • Development of the Peoples’ Platform; • Vetting, i.e. qualifying, nominating, endorsing, short-listing, and voting to produce the Peoples’ Slate. • TO BE IMPLEMENTED BY: • A Formal ‘Mandating Body’ (Structure & System) – Peoples’ Coalition.

  6. AS A MEANS: IT IS AN ORGANIZATIONAL TOOL TO AROUSE, MOBILIZE, UNITE AND ORGANIZE PEOPLES’ PARTICIPATION AND INVOLVEMENT IN EFFECTING LEADERSHIP CHANGE.

The Objectives: Mobilize 20% of the electorate per congressional district, particularly among the youth who registered as voters, to participate in the Primaries and later support the chosen candidates. Unite reform-minded organizations to work for the election of good, responsible, and reform-oriented leaders, particularly at the highest levels of government. Provide an environment and a structure for a political machinery to emerge, where various advocacies may be represented and become part of the platform of government to be adopted by the slate of candidates who will form the “ Peoples Dream Team “.

  12. HOW PP WORKS District-based Electoral Voting System One Qualified Person – One Vote Computerized SMS-based Vote Tallying System

DISTRICT ELECTORAL VOTE SYSTEM Each District has between 1 to 12 electoral votes. 1 electoral vote for minimum of 1,000 electors. 1 additional electoral vote for every increment of 10,000 electors. 12 electoral votes for a District will be defined as maximum. 216 Districts Nationwide Presidential Nominee winner is he/she who wins the majority of the Total Electoral Votes.

  14. ORGANIZING THE DISTRICT ELECTORATE National Facilitators Group District Reps become the DISTRICT TECHNICAL WORKING GROUP (DTWG). The DTWG recruits sub-district orgs to form the DISTRICT FACILITATORS GROUP (DFG). The DFG recruits District Electors from among its members and spheres of influence. Minimum of 1,000 Electors for District to join. (Oct. 15 to Oct. 30, 2009).

  15. Voting Control Master Voter Control Numbers (MVCN) are Only Issued by the National Facilitators Group to DFGs. DFG recruited Electors must register their participation by sending their MVCN by SMS. Elector’s name, voting place and MVCN are locked by the NFG Computer System. The System will only recognize One Vote per MVCN.

  17. Why a Congressional District Electoral Voting System? To equalize participation and ensure balanced representation of all areas in the Philippines; Ensure non-domination by limited sector or organizations that are disproportionately large; Make the process less subject to manipulation or suspicions of manipulation.

  18. Who will Organize and Facilitate the Primaries? The Technical Working Group (TWG) • Designs the overall scheme and prepares the operations templates. • They will assist in the formation of the National Facilitator’s Group (NFG) and Screening Committee (SC). • They shall establish a Voting Control System; • Assigned pre-numbers will be distributed to DFGs to effectively register the Peoples’ Primaries electorates; • These will be control numbers for voting through SMS. • They will include members of Partisan movements and reform, non-trapo political parties who will nominate candidates to the primaries.

  19. Who will Organize and Facilitate the Primaries? The National Facilitators Group (NFG) • They will be responsible in organizing the District Facilitator’s Groups (DFGs) and District Selection Committee (DSC); • Conduct local caucuses and orient the like-minded organizations and individuals who will be invited as DFG members. • Invite Spiritual and Religious Leaders in the District to present the Peoples’ Primaries System and invite them to compose the DSC. • They will be composed of Non-Partisan movements and organizations affiliated, allied with MGG and like-minded groups and will primarily be responsible in conducting the People’s Primaries.

  20. Who will Organize and Facilitate the Primaries? The Screening Committee (SC) • They will determine who will qualify to join the primaries based on the MGG Candidate Criteria and the definition of a “Trapo” and “Non-Trapo”*. They shall consist of representatives of moral and spiritual organizations e.g. CBCP, Ulama Muslim Council, NCCP/UCCP, AMRSP, Transparochial Communities, etc. *See attachments

  21. Who can Participate and be Nominated in the Peoples’ Primaries to Develop the People’s Agenda, Coalition and Slate? • Any socio-civic or religious organization and their registered members*; • Movements, trade organizations, NGO’s, cooperatives and their registered members*; • “Non-Trapo” Political parties and their registered members.* • *Registered with the National Facilitators Group (NFG); • They are not necessarily politicians who want to be elected in 2010; • They are also nominated because of their proven development initiatives in the community, organizational skills and sensible public relations that she/he is willing to share and integrate with other nominees and will abide by the Peoples’ Primaries policies; • He/She has Good Moral Character (Refer to Non-Trapo Definition and Candidate Criteria w/ Scorecard); • Nominated by the people through community caucuses and “ Circles of Discernment” and endorsed by like-minded community organizations; • Commissioned by the District Facilitators Group assigned in the District.

What are the Basic Policy of Peoples’ Primaries? • The Non-Partisan Organizations will conduct the Primaries; • The registered electorates and the candidates who choose to participate in the Primaries shall sign a covenant that they will support whoever is chosen as the official candidates for the People’s Slate; • The Official Candidates for the People’s Slate shall join his/her organization/political party to become a full-fledged member of the People’s Coalition to fully serve its Platform of Governance; (the Coalition of Partisan Reform Groups) • Selected Candidates share his/her resources and machineries to the war chest of the People’s Coalition. • A “Peoples Convention” will be held in Metro Manila to formulate the People’s Agenda ( Inputs from partisan and non-partisan); Organize the People’s Coalition and determine the People’s National Slate (based on the results of the Primaries).

  31. 2010 Peoples Primaries STEP 1: PREPARATORY WORK A. NAT ORGANIZING COMM (NOC) completes the framework 1. Defining Trapo, Non-Trapo 2. Process & Schedule They Identify members for the NAT FACILITATORS GRP (NFG)&NAT SCREENING COMMITTEE (NSC)‏ B. NOC convenes the NFG amongnon-partisan groups. As the NFG is convened, the NOC will transform itself into a Nat Technical Wrkng Grp (NTWG)‏ C. NFG dialogues w/ impartial national leaders to endorse the Primaries and act as NSC D. NFG convenes Non-Trapo/ Reformist Partisan Grps re: the Peoples' Primaries & invites them to have a covenant that they will: a) form a PEOPLES' COALITION w/ a buttom up process for a political agenda & nominees; b) respect the results of the primaries; and c) support the winners of the Primaries. E. The NFG organizes District Organizing Committees (DOC) who in turn will organize District Facilitators' Groups (DFGs) & District Screening Committee (DSC). As DFGs are formed, the DOCs are transformed to District TWGs STEP 2: NOMINATION A. NTWG & NFG, develops & disseminates guidelines for the conduct of District Caucuses to: a) draw out a REFORM AGENDA for the PEOPLES' COALITION, & b) nominates nat & local candidates to the Primaries B. DFGs conducts District Caucuses nationwide C. District Caucuses submits its local nominees to the DSCs & national nominees to the Partisan Groups and contributes designated nomination fee. D. Partisan Groups nominates their nat & local candidates for the Primary to NSC & respective DSCs and contributes designated nomination fee/s. C. The NSC reviews national nominees & DSCs reviews local nominees and subjects them to the Trapo-Non-Trapo criteria to determine eligibility. D. Eligible candidates for the Primaries (Nat to Local) are announce by the NSC & DSCs respectively STEP 3: PRE-PRIMARIES A. NTWG & NFG sets up IT system (eg. 4-digit number, database & program) for the SMS voting for the Primaries. B. NTWG & NFG designates control numbers for target voters per district (at least 15% of total voters per district) and assigns these numbers to DFGs B. DFGs collaborates with local organizations to invite individual voters per district to join the Peoples Coalition & exercise their electoral privilege for the primaries and assign them specific voter control number. (* Part of the requirement to be able to enjoy this electoral privilege is to contribute at least P10 to the Coalition)‏ b)NFG & DFGs w/ their respective TWGs coordinate with participating Partisan Groups & other interested groups to prepare campaigning tools (e.g. CD of video presentation of candidates) & organizing local events to facilitate campaigning STEP 4A: PEOPLES PRIMARIES (DISTRICT LEVEL)‏- utilizing a Electoral College system of 5 votes for every average district DFGs coordinates Peoples' Primary Elections through a series of caucuses to: (1) Validates the PEOPLES AGENDA crafted from the nomination process (2) Elect a President, respective Congress Rep, Governor, Mayor from the nominees using SMS w/ control nos. (4) Elects delegate/s to the Nat Convention & empowers them to articulate the Peoples' Agenda, vote a VP, 12 Senators & in any Run-off elections. (Each district will raise funds to send convention delegates)‏ * NFG & DFGs encourages non-partisan groups to organize parallel events to support the primaries (e.g. debates, fora, etc)‏ STEP 5: PREPARATION FOR ELECTIONS A. The PEOPLES' COALITION registers with COMELEC B. The PEOPLES' COALITION Candidates (National to Local) files candidacy under the coalition.(those with membership with other parties must now terminate these affiliations to be part of the coalition)‏ C. All members of the PEOPLES' COALITION will be re-convened & organize at the district levels to prepare for campaigning, fund raising, election, etc D. PEOPLES' COALITION members mobilizes for nationwide campaign and campaign/elections fund raising STEP 7: POST-ELECTION A. Conduct assessment of the election B. Craft plans to mobilize the coalition in direct and/or parallel governance. C. Further consolidating the structures of the PEOPLES' COALITION by discussing and agreeing on a clear party building program and plans; possibly including the election of national and local party leadership. Comrades, to institutionalize Peoples Empowerment, didn’t we agree to maximize all people empowerment provisions in Local Govt Code esp. Local Development Council mechanisms? STEP 4b: PEOPLES PRIMARIES (NAT CONVENTION)‏ A. Delegates ratifies the PEOPLES AGENDA. B. VP & 12 Senators to be elected by the convention delegates & declared C. Run-Off elections for P/VP conducted if needed. D.Coalition Candidates declared. STEP 6: ELECTION DAY! Coalition members mobilizes for election-related work PRAY!!! May-June June-July July-August August-October Nov 09 – May 10 June-July 2010
