  1. New NSW BASIX Changes: What You Need to Know for Building Sustainable Homes The NSW Government has recently announced significant changes to the Building Sustainability Index (BASIX), which will come into effect from 1 October 2023. These updates aim to improve the energy efficiency, water conservation, thermal comfort, and indoor air quality of new residential dwellings in NSW. The new buildings should comply with these new standards to obtain a BASIX Certificate. Introduction of New Energy Efficiency Standards One of the primary changes to BASIX is the introduction of new energy efficiency standards. Starting from 1 October 2023, new residential dwellings will be required to meet higher energy efficiency targets than before. ● This will include stricter requirements for energy efficiency elements such as insulation, glazing, ventilation, and the installation of appliances and lighting.

  2. To achieve these higher targets, a range of strategies will need to be employed, including passive solar design, efficient heating and cooling systems, and renewable energy systems. The new standards for obtaining a BASIX certificate will vary depending on the geographical location and type of building. Introduction of Water Conservation Target Another vital change is the introduction of an updated water conservation target. From 1 October 2023, new residential structures will be required to meet a minimum target for water conservation. ● This will include the implementation of water-efficient fixtures and fittings. This includes low-flow showerheads and taps, the use of rainwater tanks and other water-saving measures. ● By reducing the amount of water used in new homes, the new standards will help to conserve precious water resources and reduce the demand for water supply systems. This will also help to reduce the impact of new residential developments on the environment and the wider community. New Requirements for Thermal Comfort and Indoor Air Quality In addition to the changes to energy efficiency and water conservation, the NSW Government has also announced updated requirements for thermal comfort and indoor air quality. Indoor air quality is already a part of NABERS energy ratings for office buildings. ● The thermal comfort target will be increased from the current 5.5-star NatHERS to a 7-star minimum equivalence. ● This means that new homes will need to be designed to ensure that they are well insulated, well ventilated, and provide comfortable living conditions throughout the year. Reporting of Embodied Emissions of Building Materials Another important change that will be introduced is the requirement to calculate and report the embodied emissions of building materials used in the construction of new homes. ● While there is no specific target or benchmark, information must be reported on the embodied emissions through a new calculator to be provided. ● This will help to raise awareness of the carbon footprint of new residential developments and encourage the use of more sustainable building materials and practices. ● By reducing the embodied emissions of buildings, the new standards will help to reduce the carbon footprint of the construction sector and contribute to the state's climate goals.

  3. Exceptions to the Changes The thermal fabric and energy stringency increases will not apply to homes in the North Coast climate zones or small apartment buildings up to 5 storeys. However, this will be a significant step change for the energy efficiency provisions in NSW. Thus, once adopted, all new residential dwellings, major renovations and extensions to residential structures, and multi-dwellings will need to be designed to the new higher standard.
