  2. Issues and Actions EAFF to assist in developing capacity (e.g. to develop investment plans) of NFOs and raise awareness around CAADP. CAADP desk officer at the EAFF secretariat to address issues related to CAADP EAFF to develop project proposals on thematic issues (drawing from success case studies in the region). Possibly around regional CAADP compact EAFF to follow up on the implementation of country action plans (through Desk officer)

  3. EAFF Action Plan • Assist in the formation of national umbrella organizations of farmers, where they do not exist (consultations) • Ensure that agricultural policy framework at the regional level (esp. East African Community) is compliant to CAADP principles • Advocacy and lobbying around government allocation of 10% to national budget
