  2. 2017 Accomplishments • Activated nearly 1,300 reservists domestically iso Hurricanes HARVEY, IRMA, JOSE, MARIA, & NATE • Deployed two PSUs to Guantanamo Bay, Cuba • Stabilized the Reserve Training Appropriation • Rediscovered and honored our past The U.S. Coast Guard Reserve – Strategic Outlook

  3. End Strength: • 7,000 authorized • 6,300 current • Resources: • FY16: $110.6M • FY17: $112.3M • FY18 (anticipated): $114.8M • Operational Readiness: • 44% hold position required competencies The U.S. Coast Guard Reserve – Strategic Outlook

Concerns • End strength of ~6,300 is an operational challenge • Planned/actual accessions during FY14-FY16 REDUX not sufficient to maintain long-term strength • Working with key stakeholders to address capacity limitations impacting our ability to return to strength • Sliver lining … Attrition rates are at historic lows Enlisted (8.6%) and Officer (6.7%) however, Active Component demand remains high • Need to find a way to get beyond the “symptoms” that affect the Reserve Component The U.S. Coast Guard Reserve – Strategic Outlook

Reserve Governance • Single greatest impediment to advancing RC strategic interests • Visibility at the highest levels • DCO FY17 Priority • March 2018 Area Commanders Forum topic • Championed by DCO/DCO-D • Integrated Project Team (IPT) Charter Signed • Place Director of Reserve in the right location • Build structures to better support (i.e. Resource Council) The U.S. Coast Guard Reserve – Strategic Outlook
