ISS Contract overview • Phased support for Class of 6 In-Service Type 45s • Service based ‘Availability’ contract • Target Cost Incentive Fee arrangement • Support commences 1 Jan 2010 • 3 years for Platform Equipment (options to extend 1+1 years) • First Option Year Taken • 7 years for Complex Equipments (ends 2016) • Performance measured through 6 KPIs • ‘Soft Start’ with BAE being incentivised to minimise costs • Cost based upon average of 128 Sea Days per ship per year “Delivering Class Output Management at the waterfront”

Class Output Manager (COM) • Supply Chain Management • Manage equipment suppliers • Provide spares to ships for Complex and Platform equipment • Coordinate and expedite spares demands for MoD supported equipment • Manage economic repair of damaged items • Optimise base spares to reflect Class trials and/ or operating programme • Manage spares storage and distribution including transportation to ship • Facilitate and manage OEM PDS arrangements • Class Management • Manage Class support budget and deliver warship availability • Agree and maintain support programme, ensuring alignment with operational requirement • Manage OPDEF resolution • Provide single point of contact to ship for support • Provide Information Management system enablers • Support training equipment • Proactively identify and implement continuous improvement • Design Management • Provide engineering support to maintenance and ships operations • Monitor platform, system and equipment performance • Perform Safety and Environmental management • Manage design change • Obsolescence management and resolution • Maintenance Management • Plan, co-ordinate and manage the 24:7, 365 execution of maintenance • Co-ordinate / record all maintenance subcontractor involvement • Reports maintenance completion & provides assurance to customer (zero sum principle)‏ • Short-cycle maintenance review and continuous maintenance improvement (inc RCM) • Provide feedback to the DA on maintenance effectiveness and acts upon formal recommendations

  7. Equipment Types In-Scope Equipments In-Scope Equipment PLATFORM (Cat B). • Platform systems and equipments that are considered to be design stable. Consist of large systems and structures where timely co-ordination between material identification and planning and waterfront maintenance is required. Equipments in this category include but not limited to: • Hull & Structure • Aviation Arrangements • Domestic Fresh Water • Sanitary Systems • Accommodation, lifesaving & Fire fighting • Magazine handling requirements • Main generation and distribution • Secondary supplies, lighting and miscellaneous circuits • HP & LP Air • Auxiliary Machinery • Fuel & lub oil systems • Chilled water • Main engine control systems • Main generator control systems • HVAC • COMPLEX (Cat A). • New to service, highly integrated equipment where continuing co-ordination with the design authority is desirable to optimise support with design and build. Critical to ship and resultant system performance, overall capability, maturity, and likelihood of change in service due to obsolescence or upgrade. Equipment in this category include: • Fully Integrated Communications System (Thales); • Combat Management System (BAE Mission Systems); • Data Transfer System (BAE Mission Systems); • Electro Optical Gun Control System (BAE Mission Systems ); • Medium Frequency Sonar (ULTRA); • Integrated Navigation and Bridge System (Raytheon); • Platform Management System (NGSM); • Integrated Electric Propulsion (General Electric); WR21 (Rolls-Royce); Out of Scope Equipment Legacy Equipment. • Equipment where MoD support solutions already exist or where strong fleet wide or strategic considerations have led to MoD-led support solution implementation. Equipments in this category are: PAAMS; • Medium Calibre Gun; Radar Electronic Support Measures (RESM) Small Calibre Gun; Identification Friend or Foe; Electronic Warfare – decoys; Crypto; Link 11/16; Powered/non powered boats; Aviation stores and support systems.

Platform Equipment Support • Delivery of Platform Equipment Availability for the period up to Dec 2012 (Plus 1 Year) - BAE to manage Supply Chain to point of delivery (HM Naval Base Portsmouth) - Management and optimisation of Platform Equipment inventory - Provision of Base Spares and Onboard spares - Provision & support of Special to Type Test Equipment (STTE) - Provision of technical advice & support

  9. Complex Equipment Support • BAE have incentivised contracts with 7 key suppliers delivering Complex Equipment Availability for the period up to Nov 2016. Key responsibilities are: • - • - Management and optimisation of Complex Equipment inventory • - Provision of Base Spares and Onboard spares (inc Ranging & Scaling) • - Provision & support of Special to Type Test Equipment (STTE) • - Provision of technical advice & support • - Obsolescence resolution & embodiment • - Completion of Non-Level 1 maintenance • - Maintenance of Technical Publications

  10. Key Performance Indicators • KPI 1 - Availability (Available Force Element Days ) • KPI 2 - Ship Material State • KPI 3 - Safety Performance (S2022s) • KPI 4 - Maintenance Clearance Rate (MP2 & MP3) • KPI 5 - Support responsiveness • KPI 6 - Continuous Improvement

Incentivisation • 3 elements of incentivisation • Cost performance • Availability performance – attributable AFED score • KPIs 2-6 – Incentivises behavioural change • Soft Start • Initially predominantly incentive on cost performance • Proportion of availability performance incentive increases over time • Service and performance in first year limited by as a result of funding constraints

MoD obligations • Contract dependencies: • MoD responsible for forward supply chain • Return of defective items • Supply of General Purpose Test Equipment (GPTE) • Access to MoD IT systems such as CRSIP, RIDELS, SS3, WITS, etc • Provision of Fleet Operating Schedule (FOS) • Recording of all maintenance work (Unit Maintenance Management System) • Monthly Activity Returns (S2040s) • Suitably Experience & Qualified Personnel (SEQP) RN Maintainers • Support to legacy equipment such as 4.5” Gun, Radar Electronic Suppression Measures (RESM), Identification Friend of Foe (IFF), etc).

  13. MOD - Experience so far • Contracting For Availability for Warship Support - Build & support are very different - Need to understand support costs & failure modes to bound risk - Identify & understand true value of what industry can deliver - Need to identify & exploit core skills within DE&S (Inventory Management, Support Design Authority?) - Industry cannot deliver support on its own!

  14. Industry – Intelligent Supplier? Positive view: • Acceptance of impact on corporate image. • Industry and its supplier relationships – increased leverage. • Utilisation of wider corporate knowledge. Negative view: • Contract Limitations – short term ‘strategic view’ • Misalignment of contracts. • MoD ‘overuse’ • Misunderstanding/Misinterpretation of contract by end user.

  15. Thoughts! • Can we truly contract industry to deliver Platform Availability? • Can a simple set of Key Performance Indicators (KPIs) govern a complex support solution? • Has MoD placed too much reliance on industry for support? • Should MoD mandate more? • What real leverage does MoD have on industry?
